This document is organized into an introduction and 13 sections. Section 1 is based on a nationwide survey of reservoir habitats completed by the Reservoir Fisheries Habitat Partnership (RFHP). The RFHP canvassed agency professionals about various aspects of reservoir fish habitat degradation, and identified 12 comprehensive factors that captured most degradation. The sections developed in this document parallel these 12 factors to identify management practices that address the perceived degradation. Most sections are organized similarly: background information about the degradation factor is followed by a listing of alternative management practices. Deciding on appropriate management action can be complex because there are often several options for addressing degradation problems. Different options may have different cost, effectiveness, and consequences. A simplified decision model to choose among management options is suggested in section 12. Habitat management often goes far beyond the manpower available to agencies involved in reservoir habitat management, so suggestions on working with stakeholders are included in section 13. Ballpark costs of reservoir fish habitat management practices are given in the Appendix.

Reservoir mudflats limit development of healthy fish assemblages due to the lack of structural habitat provided by plants. Seeding mudflats with agricultural plants may mimic floodplain wetlands once inundated and provide fish habitat. However, planting success is uncertain because of unpredictable water level fluctuations that affect plant growth. Decision support tools can quantify uncertainty that influences decision outcomes, thus reducing risk in the decision-making process. I used Bayesian Decision Networks and sensitivity analyses to quantify uncertainty surrounding mudflat plantings as supplemental fish habitat in four northwest Mississippi reservoirs. When averaged across all uncertainty, planting was the optimal decision only in Enid Lake. Response profiles identified specific contours within Enid, Sardis, and Grenada reservoirs at which planting was the optimal decision. No such contours were identified in Arkabutla Lake. These results provide a quantified basis for establishing best management practices and identifying key system states that influence decision outcomes.

The Bureau of Land Management (BLM) manages over 85,000 miles of stream fish habitat, many lakes and reservoirs, and a wide variety of unique habitats. Fisheries resources managed by BLM on public lands contribute nearly $100 million to the economy. A variety of laws, Executive Orders and policy statements require BLM to manage fisheries and associated aquatic resources on a sustained-yield basis, within a multiple-use framework, without long-term loss of habitat capability, and with special attention given to aquatic resources with unique values. Policy directions is incorporated into resource management plants (RMPs) which prescribe general management practices and land use decisions for the management of fisheries resources. More detailed and site-specific plans, including fish and wildlife habitat management plans, are prepared where necessary to help implement RMP decisions on the ground. Monitoring and evaluation are integral elements of all plans prepared. In july 1987, the Bureau Director appointed a team of managers and biologists inside and outside the agency to review the Bureau's fisheries program and to develop recommendations and strategies to clarify and strengthen the program. The team found that during the past decade BLM has experienced a two-thirds reduction in fisheries biologist positions, leaving many field offices without adequate fisheries technical skills. This situation often puts the BLM in the position of conducting multiple-use management without representation from fisheries professionals and of being unable to capitalize on fish and riparian habitat improvement opportunities. The reduction in fisheries personnel has resulted from a low priority for funding and a lack of understanding for the value of and need for fisheries resource management on BLM lands. These percentual problems remain both inside and outside the Bureau. Even thought BLM has recently made progress in coordinated riparian management, the overall condition of fisheries and aquatic resources on public lands has not improved.
