Excerpt from Eighth Annual Report of the Commissioner of Commerce and Labor of the State of Georgia for the Fiscal Year Ending December 31, 1919 There is a bill pending before the General Assembly to require the inspection of steam boilers. After this measure was introduced, and before the closing of the year 1919, there were boiler explosions within the State which resulted in the death of ten people and destroying thousands of dollars worth of property. Nearly all of the states of the Union have boiler inspection laws and unless Georgia establishes a standard and requires in spection there will be dumped upon the State many of the defective boilers condemned in other states. A great many boilers of the State are insured and inspected at fro quent periods by agents of the insurance companies. It is a matter of record that there has not been an explosion in Georgia of a boiler, inspected regularly, in fourteen years. It seems to me that this proves the value and need of State inspection of all steam boilers. During the year there were quite a number of deaths from elevator accidents. During the year hundreds of thousands of people use elevators and with the exception of those that are insured there is no inspection of eleva tors. A number of deaths from elevator accidents are caused by the elevator passing rapidly upward before the door closes. Most of the doors close automatically but the movement is much slower than the swift moving ele vator. Seeing the door open and thinking the cage is on the level with the floor men have lost their lives by falling into the shaft. In Atlanta some months ago anaccident of this kind happened twice in the same office building within less than two weeks. There should be a regulation requiring elevators to be equipped with what is known as a contact stop, or the law should be amended sd as to enforce a heavy penalty against the elevator operator who moves the cage before the door has closed. An elevator bill is pending now before the General As sembly and I hope it will be given favorable considera tion at the coming session.
