This report, requested by Assembly concurrent resolution no. 87, 1968 regular session, gives particular attention to the effect of the use of collector roads by through traffic upon the congestion of the San Diego Freeway between Route 7 and Route 605. The results of this study show that the through traffic which is by-passing congestion on the freeway by use of collector roads is a benefit to the operation of the freeway system. The quantitative advantages of by-passing some traffic more than outweigh the disadvantages which are more psychological than quantifiable.
