Regional Cooperation for Water Quality Improvement in Southwestern Pennsylvania
Author: National Research Council
Publisher: National Academies Press
ISBN: 0309181313
Category : Nature
Languages : en
Pages : 294
Book Description
The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.

Book Description
Excerpt from Report of the Water Supply Commission of Pennsylvania, 1905-06 Since its organization, 88 applications for the incorporation of water companies have been received, of which thirty-seven (37) have been approved, nine (9) disapproved, twenty (20) are being investi gated, and two (2) were withdrawn. Each of these applications demanded detailed examination, and included consideration of the equitable distribution of the water supplies for the several locali ties. The Commission has obtained many valuable data necessary to advise it of the condition of the water supplies of the State; a library of over 400 volumes has been collected, and the information therein indexed and studied; numerous maps and blue prints relating to the streams of the State have also been secured and examined. The 3rd section of the act creating the Commission provides: It shall be the duty of the Commission to procure, as speedily as may be, all the data and facts necessary to advise it thoroughly of the situation of the water supply of the State, and adopt such ways and means of utilizing, conserving, purifying and distributing such water supplies in such a way that the various communities of the State shall be fairly and equitably dealt with in such distribution.
