Excerpt from Report of the Superintendent of Education for Lower Canada, for the Scholastic Year, 1846-7 Sir, - I have the honor herewith to transmit to you my Report on Elementary Education in Lower Canada, for the Scholastic Year 1846 - 7, and to request that you will be pleased to take the first favorable opportunity Of submitting it to His Excellency the gov cruor General, in order that it may be thereafter laid before the other branches Of the Provincial Legislature. In drawing up this Report, I have not allowed myself to dwell' for an instant upon the cogent reasons we have for ensuring to the people the benefit Of an education adapted to their position and to their peculiar wants, nor upon the great advantages which must necessarily arise from such education, if it be sound and well directed, in its triple relation to morality, religion and physi cal well being. I have therefore had to deal only with the means Of successfully diffusing education; but unhappily there is, with regard to these means, a great diversity Of Opinions, upon which the Legislature will have to decide, and will doubtless do so in enacting a per manent law upon the subject. Excerpt from Report of the Superintendent of Education for Lower Canada, for the Year 1856: Translated From the French The Legislature has permitted the Executive Government to impose condi tions When granting aid to the several institutions. - This will materially assist in introducing many important improvements. One of the most important, and one which it is my intention to recommend in 1859, (so that time may be given for the necessary preparations) will be the general use of desks and seats such as those now used in the Normal Schools, or constructed on any other plan pos sessing the same advantages. Seats without backs, and tables on which the pupils are obliged to rest in too inclined a position, are unhealthy, and on weak children, are apt to cause consumption or physical deformity.
