The matter for the third volume has been, to a considerable extent, prepared since the appropriations for the salaries of the Geological Corps were discontinued; much of it is, therefore, a gratuitous contribution, with which the Corps should be credited when a comparison is made between the value of their services and the compensation they have received. Some of the maps and other illustrations of this volume are already engraved, so that the cost of its publication will be something less than that of either of its predecessors; in other words, from seventy-five cents to one dollar a copy, according to the Size of the edition published. Excerpt from Report of the Geological Survey of Ohio, 1873, Vol. 2 The plan for the publication of the Final Report of the Geological Survey submitted by the Chief Geologist to the Geological Board, and adopted by them, provided for two volumes on Geology, two on Palæontology, one on Economic Geology, and one on Zoology, Botany, and Agriculture. It also contemplated the preparation of a general geological map of the State. In framing this plan, the requirements of the organic law of the Survey, as construed by the Geological committees in the Legislature, the Geological Board, and the Geological Corps, were carefully complied with. Section 5 of the act authorizing the Geological Survey provides that "when the said survey shall be fully completed, the Chief Geologist shall make to the Governor a final report, including the results of the entire survey, accompanied by such drawings and topographical maps as may be necessary to illustrate the same, and by a simple geological map showing by colors and other appropriate means the stratification of the rocks, the character of the soil, the localities of the beds of mineral deposits, and the character and extent of the different geological formations." In obedience to this requirement, but before the completion of the field and office work of the Survey, the Chief Geologist submitted to the Governor sufficient material to form two of the volumes specified in his plan for the Final Report. The publication of this material was authorized by the Legislature as Volume I. of the Final Report of the Geological Survey, and twenty thousand copies of this volume were ordered to be printed. The quantity of material presented was, however, so large that it could not be conveniently included in a single cover; and it was therefore, thought by the Geological Board best to publish the volume in two parts, one of which should be devoted to Geology, and the other to Palæontology. In the very generous provision made for the publication of this volume, it was specified that it should be published on paper of superior quality, and that, in all respects, the work should be done in the best possible style. No special provision was made, however, for securing the publication of the report in the style contemplated by the Legislature, and when the matter was placed in the hands of the printer it was found that no authority had been conveyed to the Geological Board, or any other officer of the State, to purchase and use any other paper than that supplied under the general contracts made by the Secretary of State. Excerpt from Report of the Geological Survey of Ohio, Vol. 6: Economic Geology On February 1, 1887, the date fixed by the Legislature, the chapters for Volume VI were presented for publication, and on March 11, the volume was ordered to be published, the necessary appropriations being voted for this purpose. The action of the Legislature in ordering the publication was practically unanimous, only two opposing votes being cast against the bill. Immediate steps were taken to carry out this action, but to the surprise and regret of all concerned, it was found, after the adjournment of the Legisla ture, that by clerical oversight, the bill had neither been enrolled nor signed. On account of its imperfect condition, the Auditor of State refused to count it law and to place upon his books the appropriation which the Legislature had voted. The question was brought before the attorney-general, who confirmed the decision of the Auditor of State. In the endeavor to avoid, if in any way possible, the delay in publication that would thus be occasioned, and with the approval of Governor Foraker, who counted it well that the question involved should be definitely settled, the State Geologist brought suit in the Supreme Court of Ohio, by Hon. George K. Nash, in the name of the firm who had contracted to supply the paper for publication, to compel the Auditor of State to place upon his books the appropriation which the Legislature had, as all agreed, designed to make. The Court pronounced an elaborate opinion through Justice Spear, sustaining the position of the Auditor of State and Attorney General. Excerpt from Report of the Geological Survey of Ohio, 1878, Vol. 3: Geology and Paleontology; Part 1, Geology During the first two years Of the existence Of the Geological Survey, much attention was given to the Cincinnati arch, and its structure and age were then, for the first time, accurately determined. These are dis cussed at some length in the first volume Of this report, and it is there stated that this arch is a great fold Of the strata raised at the close Of the Lower Silurian age, when it formed two islands, one in Tennessee, the other in Kentucky and Ohio, around which the more recent rocks were deposited on a mping shore. It was also shown that no evidence exists that these islands have ever been completely submerged since the close of the Lower Silurian age, and it was suggested that the broad, depressed areas Of Silurian rocks, which now mark their sites, were produced by the solution and removal by atmospheric water Of the limestones Of which they were composed. Some doubt has been expressed by Prof. E. T. Cox, the able State Geol Ogist Of Indiana, whether the theory Of the history and structure Of the Cincinnati arch, given in our report, is the true one, and he advances the view that it should be rather regarded as a. Mass Of the Lower Silu rian limeston°es which formed a highland Of the ancient continent, sub sequently submerged, and receiving on its top and sides the sediments that compose the more recent groups Of rocks. In answer to this theory, it may be said that, whatever it may seem to be in Indiana, the Cincin nati axis in Ohio is unmistakably an anticlinal ridge. Of which the arched strata Of the Cincinnati group form the core, the more recent formations resting On these, and dipping away on either side.
