The Regional FDS WG is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). The 26 participating experts, representing 16 WECAFC members, were presented with and discussed key documents meant to build the foundation of this new working group. This document is the report of the twenty-eighth meeting of the Fisheries Subject Group and Seventh Meeting of the Aquaculture Subject Group, held during the intersessional meeting of the Aquaculture Subject and the Fisheries Subject Groups of the Coordinating Working Party on Fishery Statistics (CWP), which was held online on 2–5 November 2021. The meeting reviewed progress made since the twenty-sixth session of the CWP and in particular in the activities of five task groups which are developing statistical concepts and measures of catch and fishing effort, a standard for reference harmonization, enhancements in workflow between national and international organizations, best practices in data confidentiality arrangements, and the aquaculture section of the CWP Handbook on Fishery Statistics. The CWP, supported by the participating organizations, serves as the premier international and inter-organizational forum for agreeing common definitions, classifications and standards for the collection of fishery and aquaculture statistics. It provides a mechanism to coordinate the statistical programs conducted by intergovernmental organizations including regional fishery bodies with a remit for fishery statistics. Twelve CWP member organizations participated in the meeting with another regional organization participating as observer.

The Fourth meeting of the CFMC/OSPESCA/WECAFC/CRFM/CITES Working Group on Queen Conch was held in San Juan, Puerto Rico from 16 to 17 December 2019. Discussions focused on strengthening national, regional and international efforts and uplifting responsibilities and commitments for the management and conservation and trade in queen conch and related or interacting species or fisheries in the Western Central Atlantic. Participants also considered how to strengthen the livelihoods of the people depending on these resources by following the Code of Conduct for Responsible Fisheries, and in accordance with management goals agreed in the Regional Queen Conch Fisheries Management and Conservation Plan, which remains a matter of priority. La cuarta reunión del Grupo de trabajo conjunto CFMC/OSPESCA/COPACO/CRFM/CITES sobre el caracol rosado se celebró en San Juan, Puerto Rico, del 16 al 17 de diciembre de 2019. Las discusiones se centraron en el fortalecimiento de los esfuerzos nacionales, regionales e internacionales y la ampliación de las responsabilidades y compromisos para la ordenación, conservación y comercio del caracol rosado y las especies -o pesquerías- relacionadas -o con las que interactúa- en el Atlántico centro-occidental. Los participantes también estudiaron cómo fortalecer los medios de vida de quienes dependen de esos recursos, en consonancia con el Código de Conducta para la Pesca Responsable y los objetivos de ordenación acordados en el Plan regional para la ordenación y conservación del caracol rosado, que continúa siendo una cuestión prioritaria.

The Regional Working Group on Illegal, Unreported and Unregulated (RWG-IUU) Fishing is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). At the meeting, the attendants provided updates on the implementation of the RWG-IUU work plan for 2019–2020 and their efforts in implementing the relevant recommendations that were endorsed at the 17th Session of WECAFC in July 2019. Participants were also informed of the developments at the global and regional levels in the implementation of the Port States Measures Agreement (PSMA) and complementing instruments. Fish Spawning Aggregations (FSAs) are very important as they are the sole reproductive event, and face a global challenge for being reduced in both number and size, threatening the continued existence of the species, along with the livelihood of fishing communities with a multiplier effect on the economics, social cohesion and survival of benthic areas. Efforts have been made to reduce and reverse their decline but are insufficient. It is against this backdrop that the Regional Fish Spawning Aggregation Draft Fishery Management Plan (FSAMP) was developed at the request of the Working Group. The goals of the 4th meeting of the SAWG are to address any comments received from members and partners on the draft FSAMP, as well as to provide updates on the communications strategy and advance implementation of Recommendation WECAFC/XVII/2019/24 adopted at the 17th Session of WECAFC (WECAFC 17). Las agregaciones de desove (AD) constituyen el principal evento reproductivo, y se enfrentan a un reto global por su reducción en número y tamaño. Una situación que amenaza la continuidad de las especies y los medios de vida de las comunidades pesqueras, con un efecto multiplicador en la economía, la cohesión social y la supervivencia de las zonas bentónicas. Se han realizado esfuerzos para reducir y revertir su declive, pero son insuficientes. En este contexto y, a petición del GTAD, se elaboró el proyecto del Plan regional de ordenación pesquera de las especies que forman agregaciones de desove (PROPEFAD). Los objetivos de la cuarta reunión del GTAD son estudiar los comentarios formulados por miembros y socios sobre el proyecto del PROPEFAD, proporcionar información actualizada sobre la estrategia de comunicación, y avanzar en la implementación de la Recomendación COPACO/17/2019/24, adoptada en la decimoséptima reunión de la COPACO (COPACO 17).
