Dodge, Chief Engineer: 1874 Sir - The charter of the Texas and Pacific Railway Company as granted by the United States, provides for the construction of a continuous railroad and telegraph line from Shreveport, Louisiana, by Marshall, Harrison County, Texas, thence by the most direct and eligible route, to be determined by the Company, near the thirty-second parallel of north latitude to a point at or near El Paso, thence by the most direct and' eligible route, to be selected by said Company, through New Mexico and Arizona to a point on the Rio Colorado, at or near the south-eastern boundary of the State of California. Thence by the most direct and eligible route to San Diego, California, to ship's channel in the State of California, pursuing in the location thereof, as near as may be practicable, the thirty second parallel of north latitude. This charter also provides for the construction of a rail road from Fort Yuma to San Francisco, not limiting us from taking the most economical advantages of the topography of the county, in leaving our main line. Excerpt from Rules for Railway Location and Construction: Used on the Northern Pacific Railway The Construction Department will have charge of all sur veys and construction in connection with the building of new railways or extensions of existing lines. The Engineering Department will have charge of all sur veys and engineering connected with the work of improving lines already built. The organization of the Construction Department will be as follows: (1) Chief Engineer, reporting to the President. K2) Division Engineers, with jurisdiction as assigned by the Chief Engineer. (3) Assistant Engineers in charge of the construction of a line, or other work of importance, reporting to Division Engineers. (4) Locating Engineers, reporting to Division Engineers or to Assistant Engineers as directed. (5) Resident Engineers, in charge of the construction of a sec tion of new road, or a subdivision of some work, reporting to Assistant Engineers. The organization of the Engineering Department will be as follows: (1) Chief Engineer, report ing to the General Manager. (2) Division Engineers, having charge of the engineering work upon lines in operation, reporting to the Chief Engineer, and also acting as Division Engineers of the Construction Department upon special assignment by the Chief Engineer to such work.
