Re-thinking African Economies for Development is delivered in the particularly historic context of the fiftieth independence anniversary of most African countries. This moment, therefore, calls for an assessment and suggestions for new alternatives. African countries have been searching for models of development since attaining political independence. Taking cognizance of the fact that African economies are today stuck in an impasse, many innovative ideas are proffered by the contributors to this book for new development strategies. These ideas are essentially hinged upon the successful experience of countries in Asia and Latin America, and the need to reform the State and bring about development. African intellectuals are called upon in this book to rise up to their responsibility for the production of innovative knowledge that can be used by public and private sector decision makers to raise their communities out of poverty. In this publication, issues of industrialization and diversification of African economies are raised again to decry their limited specialization which exacerbates their vulnerability toward crises. This, to a large extent, is at the root of Africas marginal status in global trade. Special attention ought to be given to those thousands of micro-economy stakeholders who are actually the backbone of African economies. Regional integration is more and more seen as an imperative for economic development in the context of Africas small sized countries that often fall prey to a great deal of political instability. The issue of financing of development is re-visited, and new ideas are put forth to better channel foreign direct investment and public revenue towards building a more viable monetary and financial system.

Le CEREG a proposé, au mois de février 2003, un premier recueil de textes du Colloque Georges Ngango sous la forme de Mélanges publiés aux Editions Montchrestien (Paris), intitulés Dynamiques de développement : débats théoriques et enjeux politiques à l'aube du 21ème siècle, sous la direction de Bruno Bekolo-Ebe, Touna Mama et Séraphin Magloire Fouda. Les contributions retenues dans cet ouvrage examinaient alors l'apport du Professeur Georges Walter Ngango à l'économie du développement, revisitaient un certain nombre de thèmes qui lui étaient chers et / ou resituaient son action d'homme politique et d'économiste catholique, humaniste engagé, dans la problématique générale du développement. La richesse et la diversité des contributions et des échanges lors du colloque de février 2001 ont été telles que justice n'aurait pas été faite aux participants, en laissant de côté des communications intéressantes et pertinentes qui ont contribué à animer les débats pendant les trois jours qu'a duré le Colloque. Le CEREG est ainsi heureux de poursuivre l'aventure à travers la publication d'un deuxième ouvrage collectif en deux tomes qui, bien que n'étant pas des Mélanges au sens strict du terme, n'en comporte pas moins les caractéristiques qui sont ici la pluridisciplinarité, la variété géographique des contributeurs, l'hommage des disciples au maître. Ce titre prend en compte les principales préoccupations du Professeur Georges Walter Ngango au cours des années qui ont précédé sa disparition i.e., la place et le rôle de l'Afrique dans la mondialisation, les voies pour le continent d'en tirer quelque bénéfice pour un développement durable, et, enfin, les menaces d'exclusion susceptibles d'entraîner la marginalisation non seulement des individus, mais aussi des Etats. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
