The evidence is clear that our infrastructure is wearing out faster we aren renewing it, to the extent that our economic and social well-being are threatened. Extensive documentation of the nature and extent of the infrastructure renewal problem has been carried out in the United States and Canada. The magnitude of the backlog, for roads, water, bridges, waste, prots and waterways, transit and other facilities is staggering; $3 trillion in the U.S. and $30 billion in Canada. The decline in spending on infrastructure renewal has been directly linked to delcines in productivity and hence our national competitiveness. Strategies for attainable and acceptable solutions must incorporate several key ingredients, including cost-effective alternatives, public and private sector commitment plus political action, skilled manpower, streamlined review processes and sufficient funding. The means toward attaining solutions include a strong public-private sector partnership, particularly in privatizing operation and, in some cases, also ownership of facilities. The opportunities presented by private sector participation in infrastructure renewal, including financing, can be realized through creating greater public and political awareness of the problem, the dangers of inaction and the benefits of early action, identifying those infrastructure components which are most suitable for privatization, developing the appropriate legislative initiatives, plans, policies and procedures and putting in place the financing instruments to accomplish our renewal goals.
