The field of political demography - the politics of population change - is dramatically underrepresented in political science. This book focuses on the dynamics of Turkey’s relationship with Europe in the context of the ‘Arab Spring’ and analyses Turkish behaviour vis-à-vis foreign policy cooperation with the EU. Süsler explains the complexity of Turkey-EU relations by looking beyond membership negotiations and examines informal foreign policy dialogue between Turkish and EU officials. The book discusses the reactions of the Turkish government to the uprisings in Libya, Syria, and Egypt and cooperative opportunities between Turkey and the EU. The analysis finds that although cooperation varies across cases, foreign policy dialogue has become a main driver of the Turkey-EU relationship. EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. The country’s economic strengths include its large domestic market, diversified economic base, favourable trade relations with major partners such as the EU, and geographic location. As Egypt continues to rebuild its economy it faces a number of risks. External challenges include regional unrest and a slowdown in exports due to muted global growth, although the nation’s limited exposure to Asian markets lends it some degree of protection. The possibility of unrest also features in the domestic risk matrix and security remains a national concern. Nevertheless, Egypt’s economy has continued to expand, with the IMF forecasting GDP growth of roughly 4% for 2015 and 4.4% for 2016.
