Carter, two of the world's foremost defense authorities, draw on their experience as leaders of the U.S. Defense Department to propose a new American security strategy for the twenty-first century. After a century in which aggression had to be defeated in two world wars and then deterred through a prolonged cold war, the authors argue for a strategy centered on prevention. Now that the cold war is over, it is necessary to rethink the risks to U.S. security. The A list--threats to U.S. survival--is empty today. The B list--the two major regional contingencies in the Persian Gulf and on the Korean peninsula that dominate Pentagon planning and budgeting--pose imminent threats to U.S. interests but not to survival. And the C list--such headline-grabbing places as Kosovo, Bosnia, Somalia, Rwanda, and Haiti--includes important contingencies that indirectly affect U.S. security but do not directly threaten U.S. interests. Thus the United States is enjoying a period of unprecedented peace and influence; but foreign policy and defense leaders cannot afford to be complacent. The United States continues to maintain a large nuclear arsenal guided by a deterrence strategy little changed since the collapse of the Warsaw Pact. Notwithstanding changes in the size and composition of nuclear forces brought about since 1991, the fundamental rationales and planning principles which informed U.S. nuclear policy for decades remain in place--despite the disappearance of a superpower nuclear enemy. In this work, Janne E. Nolan traces the effort to articulate a post-cold war nuclear doctrine through decisions taken in the Bush and Clinton administrations, focusing on the leadership styles of presidents, bureaucratic politics, and broader foreign policy objectives. Based on in-depth interviews with policy participants, this study illuminates in detail the dynamics by which the U.S. government has tried to reflect the dramatically altered international arena in its nuclear policies. In two major policy developments--the 1994 Nuclear Posture Review and the decision to sign the African Nuclear Weapons Free Zone Treaty--U.S. policy makers sought to define the utility of nuclear weapons after the cold war and to gain broad-based consensus. For many reasons, these efforts were largely unsuccessful in developing coherent policies, with the absence of sustained presidential leadership proving most decisive.

For a state that has gained a global reputation as a violator of international norms, not least through its unwavering pursuit of nuclear weapons, North Korea's determination to become a nuclear-armed state is puzzling. If nuclear weapons beget security, insecurity, and other costs for the state, how might we understand this pursuit, and the delinquent behaviour that has arisen from it? In North Korea and the Global Nuclear Order, Edward Howell offers an answer to this question, focusing on North Korea's quest for status in the international system and developing the theoretical framework of 'strategic delinquency'. Featuring previously unpublished and new interviews with international negotiators with North Korea, and drawing upon new academic literature, Howell proffers an original theoretical framework to apply to the North Korean case. Covering a time period from the 1990s to the present-day, and using unprecedentedly rich empirical evidence, he makes the overarching argument that North Korea has strategically deployed behaviour that breaks international norms in order to reap benefits. In so doing, this book posits how over time, North Korea has learnt that despite the low status and opprobrium that might ensue, bad behaviour can pay.

This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.
