His broad research interests include economic history and economic geography, in particular, the historical roots of economic development. Julio Martinez-Galarraga is Associate Professor of Economic History at the University of València, Spain. His research is focused on the fields of regional economics, economic geography, inequality and education from a historical perspective. Daniel A. Tirado is Professor of Economic History at the University of València, Spain. He has taught undergraduate and graduate courses on growth economics, Spanish economic history, world economic history and globalization at the Universities of València and Barcelona, Spain. His broad research interests include the historical roots of regional economic development and inequality.

This paper reports an analysis of income related health inequalities at the Autonomous Community level in Spain using the self assessed health measure in the 2001 edition of the Encuesta Nacional de Salud. We use recently developed methods in order to cardinalise and model self assessed health within a regression framework, decompose the sources of inequality and explain the observed differences across regions. Pais Vasco, Navarra, and La Rioja are the regions with the highest levels of mean health and simultaneously enjoy the lowest degree of income related health inequality. By contrast, Murcia is the least favoured region in that its population report one of the lowest levels of mean health and suffers the greatest degree of income related health inequality. Other territories where income related health inequality is high relative to País Vasco include rich regions such as Madrid, Baleares and Catalonia. The main feature characterizing regions where income related health inequality is low is the absence of a positive gradient between income and health. In turn, the regions where income related health inequality is greater are characterized by a strong and significant positive gradient between health and income. Thus policies aimed at eliminating the gradient between health and income can potentially lead to greater reductions in socio-economic health inequalities than policies aimed at redistributing income.

We analyze the differential impact of the COVID-19 crisis on the Spanish labor market across population groups, as well as its implications for income inequality. The main finding is that young, less educated, and low skilled workers, as well as women are the most affected by the COVID-19 shock in terms of job loss rates. The differential impacts were especially acute at the height of the pandemic in 2020 and remain robust after taking into account the heterogeneity of sector characteristics. Given that these vulnerable groups were positioned in the lower end of the income distribution before the crisis, we hypothesize that income inequality likely has increased due to the pandemic. Policies aiming at reducing inequality in the labor market need to go beyond measures that target the hardest-hit sectors and support the vulnerable groups more directly.

This Selected Issues paper on Spain focuses on differences in regional productivity. Recent studies of income convergence among Spanish regions suggest that the convergence has been slow since 1980 reflecting persistent regional disparities in total factor productivity. The empirical analysis—employing stochastic frontier models—finds that, among other factors, differences in regions’ skills mismatch and technology absorption capacity could be behind the disparities. A benchmarking exercise demonstrates significant potential growth benefits from policy measures that would bring regions closer to the frontier. Regional income disparities—driven by differences in total factor productivity (TFP) and unemployment—while not large compared with European peers, have been persistent in recent years. The economy’s overall productivity frontier moved inward overtime, but this trend has slowed down after the crisis. The inward shift of the production frontier could be one of the explanations for the negative TFP growth observed before the crisis. Active labor market policies at the regional level could also work toward addressing skills mismatch and education outcomes.
