Unsafe food is a burden that costs to the region of Asia and the Pacific 225 000 deaths every year. In 2020, the spread of COVID-19 has emphasized the critical need for pre-requisite food safety programmes such as those offering good hygiene practices for food handling, which are at the core of the response to COVID-19. From 17 to 26 November 2020, the Food and Agriculture Organization of the United Nations (FAO) has organized the Regional Food Safety Conference for Asia and the Pacific. The conference was hosted in collaboration with the Government of Thailand, to discuss the current food safety situations and opportunities with a particular focus on the needs and opportunities for the region. It consisted of four sessions with one discussed for each day, that held specific focus on different aspect of food safety: national food control systems, science and technology, multi-sectoral collaboration and the international trades, communication and education. The dialogues covered traditional topics such as food safety standards as well as new and emerging subjects such as innovative technologies and the spread of misinformation on food safety. Integrated food safety systems and strong regional collaborations among stakeholders were highlighted as highly important elements of a One Health approach, and it was shown how food safety is a shared responsibility and everyone in the food chain has a role to play.

The new WHO Global Strategy for Food Safety 2022-2030 was adopted by the Seventy-fifth World Health Assembly in 2022. The updated strategy addresses current and emerging challenges, incorporates new technologies and includes innovative approaches for strengthening food safety systems. The target audience includes policy-makers (national and subnational governments), technical authorities/agencies responsible for food safety, academia, food business operators (FBOs) and private sectors, consumers, civil societies, UN agencies and WHO staff. This new document was prepared with support from the Technical Advisory Group (TAG) on Food Safety: Safer food for better health. It reflects feedback received through consultation process with Member States and governmental institutions, United Nations agencies and other intergovernmental organizations, academia, NGOs, private sector entities, and individuals working in public health and food safety. The vision of the draft strategy is to ensure that all people, everywhere, consume safe and healthy food to reduce the burden of foodborne diseases. With five interlinked and mutually supportive strategic priorities, the draft strategy aims to build forward-looking, evidence-based, people-centred, and cost-effective food safety systems with coordinated governance and adequate infrastructures. This strategy contributes to the achievement of the SDGs and will be reviewed in 2030 when the world will reflect upon the progress made towards the SDGs.

Food safety is receiving more attention worldwide with the rising incidence of foodborne disease, concern over new potential hazards, and growth in agricultural trade. Investments to improve food safety in developing countries can reduce the burden of disease and remove the barriers to fresh food product exports, providing another source of income for the rural sector. International disputes over sanitary and phytosanitary (SPS) measures influence the ability of developing countries to compete in export markets. These countries need to evaluate their interest in the SPS agreement under the World Trade Organisation (WTO); participate more fully in international agencies responsible for harmonisation; develop the capacity to assess equivalence for process standards, which are increasingly used for fresh food products; and resist the imposition of inappropriate standards.

Half of the Moldovan population lives in rural areas. However, the rural employment rate is only 39 percent. Income from agricultural activities is low compared to other sectors of the economy. This evaluation seeks to contribute to organization-wide learning by drawing lessons and making recommendations that will be useful for FAO’s future engagement in Moldova. FAO provided highly specialized technical expertise to formulate strategies, policies and frameworks, and offer innovative approaches and solutions. Likewise, the evaluation found evidence of results leading to livelihood improvements, empowerment, and adoption of more sustainable practices and technologies. Nevertheless, FAO should further strive to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind. The threats the world currently faces extend beyond traditional problems such as major power competition, interstate conflict, and nuclear proliferation. Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none. In this book, Mely Caballero-Anthony examines how non-traditional security challenges have changed state behavior and security practices in Southeast Asia and the wider East Asia region. Referencing the wide range of transborder security threats confronting Asia today, she analyzes how non-state actors are taking on the roles of “security governors,” engaging with states, regional organizations, and institutional frameworks to address multifaceted problems.
