The book is written for readers who have a minimal background in mathematics and economics and so the materials listed in the bibliographies have been chosen for their accessibility to such readers. References to relevant papers of a more technical nature are indicated in notes in each reference.Unlike existing texts, which usually concentrate on regional impact or evaluation analysis, Regional Economic Impact Analysis and Project Evaluation offers an extensive introduction to both these subjects, since both are critical to the study and practice of regional economic analysis.Two case studies, intended as illustrations of practical applications, are included in each of the six chapters that deal with specific principles or techniques. While many of the case studies and much of the literature cited in the bibliographies is Canadian, a substantial portion is from the United States and Great Britain, demonstrating that the principles and techniques discussed in this book are universally applicable.

As a result of a contract awarded by the Construction Engineering Research Laboratory, U.S. Army Corps of Engineers, and the Environmental Pro tection Agency, a workshop on the methodology of economic impact analy sis was held at Hueston Woods State Park Lodge in Oxford, Ohio, April 13-15, 1977. Leading researchers in regional modeling were gathered to take stock of current developments in the field and to put forth new ideas and directions for research. Also attending the workshops were individuals from various governmental agencies that use regional models and economic impact statements. Preliminary versions of the papers appearing in this vol ume served as focal points for discussions that have hopefully continued, stimulating further thinking of the problems addressed. The objectives of the conference were not only to explore recent develop ments in methodology but also to expose users of economic impact analyses to a wide variety of models and applications and to acquaint academicians with the needs of users. The papers appearing in this volume represent only a portion of the output of this workshop.

Regional economic development has attracted the interest of economists, geographers, planners and regional scientists for a long time. And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. Impact analysis of economic policy is a subject which is gaining in creasing interest in both theoretical and applied economic research. Two main reasons for the growing interest can be distinguished. First, the situation of the government's finances is making it more than ever necessary to assess critically the effects of the instruments used to pursue public policy goals. Secondly, because of the economic stagnation government will be increasingly appealed to for support. Impact analysis, however, is hampered by three major problems: methodological deficiencies, lack of econometric approaches which have been adapted to the specific conditions of this kind of analysis and data availability. The present book deals with these problems in the context of regional economic policy. However, the main findings are broadly applicable in various other fields. This book is primarily oriented towards those who have a practical interest. Therefore, attention is mostly paid to the practical aspects of the methodology and the measurements methods. Furthermore, the methodologi cal and econometric parts are supplemented by two extensive case studies. ~- Three people have contributed constructive criticisms and suggestions on some chapters of the book: Peter Nijkamp, Theo Dijkstra and Manfred Fischer. The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS.
