The introduction of the single currency in the European economic space constitutes without doubt the most visible step towards monetary and economic integration in the EU. Those who boosted the birth of the Common Market in 1957 dreamt that this would one day come about as a logical consequence of the integration process. However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. The last twenty years have seen an increase in European integration and the emergence of the technological revolution. Although tighter integration coupled with technological innovation should facilitate cross-regional convergence, some European regions have managed to jump ahead while others have been left behind. This book examines the regional characteristics that favour growth and analyses the relevance of innovation, socio-economic and structural factors in shaping regional economic disparities. In this book, particular attention is devoted to the EU enlargement towards the East, to its consequences on Europe’s traditional North-South divide, and to the increasing regional disparities in new member states after the transition. It demonstrates the growing importance of innovation and human capital in explaining the increase in income and employment disparities in old EU members, particularly after the 2008 financial crisis. It also shows that for newcomers, regional disparities are essentially linked to socio-economic factors as capital regions approach Western standards, while others - mainly old industrial regions and peripheral ones - lag behind. This book integrates theoretical discussion with empirical evidence and will appeal to regional scientists interested in regional inequalities, and to policy makers concerned with devising effective strategies to tackle regional disparities in Europe.
