The purpose of this economic and sector work (ESW) is to support the Republic Forum for potable water and sanitation (FOCARD-APS) member countries in improving the resilience of water supply and sanitation (WSS) services. This report summarizes the findings from seven country-specific assessments carried out in 2013 and 2014 that characterize the national disaster risk management (DRM) and climate change adaptation (CCA) frameworks and efforts designed to reduce the vulnerability of WSS services to disasters and climate change. This activity also supports the World Bank strategy for enhancing DRM in Central America. This analytical effort is the result of a comprehensive participatory process that contributed to building the analytical capacities of the institutions that conform the FOCARD-APS's regional thematic group (RTG) for DRM. It involved thorough document reviews and two rounds of country visits for data collection, as well as consultation with national and regional experts. The findings of all assessments were validated through national and regional workshops by the RTG-DRM. Regional learning exchanges and study visits were organized as part of this activity to provide policy makers with concrete examples of approaches and potential measures for addressing disaster risk challenges from a WSS service provision perspective and through a broader political and sectoral scope covering policy development, financing, capacity building, and institutional reform.

"Estache reviews the recent economic research on emerging issues for infrastructure policies affecting poor people in developing countries. His main purpose is to identify some of the challenges the international community, and donors in particular, are likely to have to address over the next few years. Social spending is a powerful tool to reduce poverty, achieve higher equality and better life conditions for the inhabitants of a country. In "Social Expenditure in Central America, Panama and the Dominican Republic: 2007-2013", a characterization of the different variables that have taken social expenditure to its current position is performed. During the economic crisis period, many governments of the region confront this situation with an increase in social expenditures. However, part of the increase was centered on inflexible items, particularly wages, which facilitated the increase in fiscal deficits and, consequently, on public debt. Thus, after the financial crisis, the fiscal situation has reduced governments' buffers to respond to economic shocks, which imply that we need to examine the fiscal policy given its rigidity, the scarcity of public resources and the institutional contract. The study of wage bill increases provides more information related to the causes of this dynamic, and allow us to offer recommendations to improve spending management without threatening public finances. A better use of resources could contribute to define a more efficient and equitable agenda for the countries in the region. Finally, something that was not deeply explored, as of today, is the institutional complexity and how this could facilitate, or hinder, the government's ability to express its fiscal policy, including the effectiveness in the use of public resources.

Central America and the Dominican Republic had stable economic growth in 2017. The performance of the United States economy and low commodity prices, mainly oil, meant that the key indicators for the region did not change abruptly. It is worth noting that safeguarding the stability of public finances remains the main challenge for the region. In the short run, we expect the fiscal deficit and public debt to maintain their upward trend, thus putting pressure on interest rates, which would have a negative impact on economic growth. This trend has implied in downward revisions to the region’s economic outlook. Growth in the region has been higher than the rest of Latin America, but its impact on reducing poverty and improve income distribution, has been limited. The report explores options to make growth more inclusive in Central America and the Dominican Republic. It highlights the need to bolster human capital accumulation, take advantage of integration with other trade partners, and generate buffers for political decision-making in a highly uncertain environment, in order ensure that growth can benefit the highest number of people in the region.
