Book Description
There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. Book Description
This book sets out to break down and identify positive associations between Disarmament, Demobilization, and Reintegration (DDR) and Security Sector Reform (SSR). Drawing on case studies from selected post-conflict settings, the book demonstrates the potential and reality of improved collaboration between both endeavors. Enhanced cooperation could avoid negative outcomes, such as former combatants dropping out of programs, trust undermined in security institutions, and the creation of security vacuums that jeopardize the safety of individuals and communities. A central claim of the book is that programs must be responsive to the needs and interests of different national actors. Without understanding the dynamic political processes that shape the origins, parameters, and outcomes of both processes, DDR and SSR may address security deficits, but will be unfit to support sustainable transitions towards national recovery and development. Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

Book Description
Crime, Shame and Reintegration is a contribution to general criminological theory. Its approach is as relevant to professional burglary as to episodic delinquency or white collar crime. Braithwaite argues that some societies have higher crime rates than others because of their different processes of shaming wrongdoing. Shaming can be counterproductive, making crime problems worse. But when shaming is done within a cultural context of respect for the offender, it can be an extraordinarily powerful, efficient and just form of social control. Braithwaite identifies the social conditions for such successful shaming. If his theory is right, radically different criminal justice policies are needed - a shift away from punitive social control toward greater emphasis on moralizing social control. This book will be of interest not only to criminologists and sociologists, but to those in law, public administration and politics who are concerned with social policy and social issues.

Book Description
The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Book Description
The humanitarian crises caused by civil conflicts and wars in Africa are too great in scope for an adequate and effective continental response. The founding of the African Union and the drafting of the Responsibility to Protect doctrine, the basis for collective action against genocide, ethnic cleansing and crimes against humanity makes this a critical time to reflect on how best to address regional conflicts. This book responds to new regional conflicts over health, water, land and food security in the world's poorest, most socially fragmented continent. The work assesses African regional security arrangements and provides new policy recommendations for the future.

Book Description
"Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction.
