Excerpt from Records of the Cape Colony From August to November 1825, Vol. 23: Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London Sir Richard Plasket presents his Compliments to the Commissioners of Inquiry, and has the honor to acquaint them, in reply to their note of the 20th instant, requesting that the Report of the Commission of Inspection and Survey upon which the Grant of the Five Thousand Morgen of Land, in the Graaff Reynet district, was finally executed on the 6th of December 1820, by the Acting Governor Sir Rufane Donkin, in favor of Mr. A. Stockenstrom, Landdrost of that province, may be forwarded to them for perusal; that it does not appear that a previous report on the land in question was ever transmitted to Government. Sir, - I have submitted to His Excellency the Governor your Memorial under date the 20th Instant, and I am directed by His Excellency to acquaint you that he will forward it by the first opportunity to Earl Bathurst, one of His Majesty's Principal Secretaries of State. Excerpt from Records of the Cape Colony, Vol. 22: From June to August 1825; Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London That his excellency, altogether slighting the prayer Of your petitioner's memorial, or instituting any inquiry into the merits Of the charges he had adduced against the commissioners, placed it forthwith in the hands Of his majesty's fiscal, with orders to commence criminal proceedings thereon, and a prosecution for libel was begun accordingly. That as no lex loci was applicable to your petitioner's case, no English statute or Dutch decree, nor even summary enactment Of a Cape proclamation, his majesty's fiscal Obtained his conviction upon his own unwarranted assumption of Roman practice, both contrary to the laws of the ten tables, and of the pandects of Justinian, the acknowledged bases Of that code by which the Batavian republic and its provinces had hitherto been governed, and your petitioner was sentenced to five years' banishment from the colony. That during the course Of this prosecution, which was vexatiously protracted by the illegal retention Of papers necessary to your petitioner's defence, his house was invaded by his majesty's fiscal, and attendants. Under the sanction Of his excellency's warrant, and his papers seized for the avowed purpose Of implicating him in the promulgation Of a charge against his excellency, Of having committed an unspeakable atrocity with his reputed son, the physician to his household a proceeding as unjustifiable as the grounds Of it were visionary, no doubt now existing in the minds Of the Cape-town colonists that it was prepared, affixed, and withdrawn, in a desperate exigence Of his excellency's unpopularity, by a person named Jones, but better known by the appellation Of Oliver the spy. Excerpt from Records of the Cape Colony, Vol. 24: From November to the End of December 1825, Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London My Lord, - On receipt of your Lordship's Instructions that we should investigate the complaints that had been preferred to your Lordship in the statements of Mr. Thomas Pringle, we did not delay to address a letter to Mr. Pringle, who has resided on the Frontier during the present year, and to intimate our readiness to enter upon such an inquiry; and in proceeding to report the result of the information that we have acquired upon the several points upon which he has urged his claim to compensation, we will consider them in the order in which they are discussed in his statement. Your Lordship is already informed that Mr. Pringle emigrated to this Colony in the year 1820, as the Head of a Party of Scotch Agriculturists, who were located at a distant and disturbed part of the Frontier on the Baviaan's River in the District of Graaff Reinet. He appears at first to have entertained other views in settling at the Cape, but to have relinquished them for a time, and to have accompanied his Party to that distant part of the Colony, where his intelligence and industry were conspicuously directed to the encouragement of his Settlers in surmounting the difficulties of their situation.
