Following the terrorist attacks of September 11, 2001, the Central Intelligence Agency embarked on a highly classified program of secret detention and extraordinary rendition of terrorist suspects. For twenty years, southern Sudan has been the site of a tragic and brutal civil war, pitting the northern-based Arab and Islamic government against rebels in African marginalized areas, especially the south.
