Using national drug arrest data from 1980 to 2007, this report illuminates the persistence and extent of racial disparities in the so-called?war on drugs? in the United States. Although blacks and whites engage in drug offenses at roughly comparable rates, blacks have been consistently arrested for drug offenses at rates that are from 2.8 to 5.5 times higher nationwide than white drug arrest rates. In addition, this report reveals that among individual states, black drug arrest rates in a single year, 2006, ranged from 2 to 11.3 times higher than white rates. Finally, the report shows that since 1980, the preponderance of drug arrests have been for possession, not sales. Millions of Americans have acquired a criminal record because they engaged in the minor non-violent offense of drug possession. Human Rights Watch calls on the United States to revise its drug control policies to reduce reliance on criminal prosecution and address these troubling racial disparities.

This publication lists all competent national authorities empowered to issue certificates and authorizations for the import and export of narcotic drugs and psychotropic substances in accordance with the provisions of article 18 of the Single Convention on Narcotic Drugs of 1961 and article 16 of the Convention on Psychotropic Substances of 1971. This listing of national authorities is issued pursuant to the 1961 Convention and the 1971 Convention. It follows the practice established following the entry into force of the 1931 Convention for Limiting and Regulating the Distribution of Narcotic Drugs, which was brought under the aegis of the United Nations by the 1946 Protocol amending the latter convention. Its contents are based on data provided to the Secretary-General in the annual reports on the working of the international drug control treaties by States both parties and non-parties to the relevant treaties. Le présent répertoire contient une liste de toutes les autorités nationales habilitées à délivrer des certificats et des autorisations pour l'importation et l'exportation de stupéfiants et desubstances psychotropes, conformément aux dispositions de l'article 18 de la Convention unique sur les stupéfiants de 1961 et de l'article 16 de la Convention de 1971 sur les substances psychotropes.
