Australia’s Nuclear Policy: Reconciling Strategic, Economic and Normative Interests critically re-evaluates Australia’s engagement with nuclear weapons, nuclear power and the nuclear fuel cycle since the dawn of the nuclear age. The authors develop a holistic conception of ’nuclear policy’ that extends across the three distinct but related spheres - strategic, economic and normative - that have arisen from the basic ’dual-use’ dilemma of nuclear technology. Existing scholarship on Australia’s nuclear policy has generally grappled with each of these spheres in isolation. In a fresh evaluation of the field, the authors investigate the broader aims of Australian nuclear policy and detail how successive Australian governments have engaged with nuclear issues since 1945. Through its holistic approach, the book demonstrates the logic of seemingly conflicting policy positions at the heart of Australian nuclear policy, including simultaneous reliance on US extended deterrence and the pursuit of nuclear disarmament. Such apparent contradictions highlight the complex relationships between different ends and means of nuclear policy. Shifting States draws on a rich history of anthropological theorising on all kinds of states – from the pre- to the post- industrial – and explores topics as diverse as bureaucracy, infrastructure, surveillance, securitization, and public health. As we enter the third decade of the twentieth century, there is a growing sense that ‘the state’ is in crisis everywhere. Although the nature of this perceived crisis varies from place to place, everywhere it is seen to have been caused by some combination of the inter-related forces of ‘globalisation’, of successive economic shocks, and of the rise of social media-fuelled populist movements. Yet, conversely, there is also a creeping perception that state power is becoming more pervasive in its reach, and in its effects, in ways which make it ever more imminent to the material worlds in which we live, more fundamental to the ways in which we conceive of the future, and more foundational to our very sense of self. How might we try to make sense of, and to mediate, these apparently contradictory impressions? A provocative call for delegitimizing fossil fuels rather than accommodating them, accompanied by case studies from Ecuador to Appalachia and from Germany to Norway. Not so long ago, people North and South had little reason to believe that wealth from oil, gas, and coal brought anything but great prosperity. But the presumption of net benefits from fossil fuels is eroding as widening circles of people rich and poor experience the downside. A positive transition to a post-fossil fuel era cannot wait for global agreement, a swap-in of renewables, a miracle technology, a carbon market, or lifestyle change. This book shows that it is now possible to take the first step toward the post-fossil fuel era, by resisting the slow violence of extreme extraction and combustion, exiting the industry, and imagining a good life after fossil fuels. It shows how an environmental politics of transition might occur, arguing for going to the source rather than managing byproducts, for delegitimizing fossil fuels rather than accommodating them, for engaging a politics of deliberately choosing a post-fossil fuel world. Six case studies reveal how individuals, groups, communities, and an entire country have taken first steps out of the fossil fuel era, with experiments that range from leaving oil under the Amazon to ending mountaintop removal in Appalachia.
