These pollutants are oxidized and transported into the atmosphere, creating acidic depositions known as acid rain that can damage foliage, soils, and surface waters. At current energy consumption growth rates, by the year 2000 sulfur dioxide emissions from Asia will surpass the emissions of North America and Europe combined. RAINS-ASIA is an assessment tool developed by the World Bank, the Asian Development Bank, and donors to study the implications of alternative energy development strategies for air pollution and acid rain and to help identify cost-effective abatement methods. This report provides an overview of the model and some results of analyses that have been conducted as part of the RAINS-ASIA program.

This book focuses on describing policy instruments in different countries. Its purpose is not only descriptive but also, to some extent, advocatory. We believe that economic instruments can make an important contribution to an environmentally less disruptive path of development. The design of economic instruments is however a fine art and depends among other things on their political acceptability and this acceptability is of course influenced by experience. It is therefore important to provide information on the use of policy instruments in other countries. Policies are currently developing quite fast and thus a book such as this one can inevitably not capture more than a "snapshot" view at a single moment of time. We would hope that the book encourages more experimentation with economic instruments and that countries will make a fuller use of the whole arsenal of economic policy instruments. If the book does succeed in this sense then it will soon become dated as policies change -but that would be a price well worth paying! The book combines a dozen country monographs together with a few international surveys on particular topics (gasoline pricing, vehicle regulations, acid rain, deforestation and global warming). These papers are intended to illustrate the diversity of policy options available. The actual policies adopted depend on economic as well as ecological conditions. The country studies cover two "Western" countries and then concentrate on formerly planned and developing countries. They show that economic instruments are still generally thought of as new and innovative.

The purpose of the China Energy Technology Program (CETP) has been to take a holistic view of electricity generation in China with special emphasis on the economic and environmental impact of technology. The program is a collaborative effort involving industry, as leader and manager of the program; researchers from academia and national research institutes; and the stakeholders--users or planners of the electricity market. A power plant, no matter of what kind, is not a solitary unit, which may be considered independently from its environment. Modem society has been built on easy access to power; it is now asking for environmentally clean power. Clean power is the pathway that will lead to sustainability, an extension of the concept of an environmentally clean future. Progress toward a sustainable technical solution must include an evaluation of the environmental, economic, and societal impact of electrical power generation. To achieve the goals of the CETP program, we wanted to go beyond what had been done in similar programs in the past. Its organizers wanted the program not only to evaluate the overall impact of electricity generation, but also do it in such a way that program results could be applied and adapted to different circumstances, including countries other than China. For this purpose we have developed a methodology and presented it on a DVD disc, which the reader will find inside the back cover of this book. The methodology is conceived to allow insights into the function of the program on various levels.

An argument that resource scarcity and environmental degradation can provide an impetus for cooperation among countries. Common wisdom holds that the earth's dwindling natural resources and increasing environmental degradation will inevitably lead to inter-state conflict, and possibly even set off “resource wars.” Many scholars and policymakers have considered the environmental roots of violent conflict and instability, but little attention has been paid to the idea that scarcity and degradation may actually play a role in fostering inter-state cooperation. Beyond Resource Wars fills this gap, offering a different perspective on the links between environmental problems and inter-state conflict. Although the contributors do not deny that resource scarcity and environmental degradation may become sources of contention, they argue that these conditions also provide the impetus for cooperation, coordination, and negotiation between states. The book examines aspects of environmental conflict and cooperation in detail, across a number of natural resources and issues including oil, water, climate change, ocean pollution, and biodiversity conservation. The contributors argue that increasing scarcity and degradation generally induce cooperation across states, but when conditions worsen (and a problem becomes too costly or a resource becomes too scarce), cooperation becomes more difficult.
