Racism Postcolonialism Europe turns the postcolonial critical gaze that had previously been most likely to train itself on regions other than Europe, and sometimes those perceived to be most culturally or geographically distant from Europe, back on Europe itself. The book argues that racism is alive and dangerously well in Europe, and examines this racism through the lens of postcolonial criticism. Postcolonial racism can be a racism of reaction, based on the perceived threat to traditional social and cultural identities; or a racism of (false) respect, based on mainstream liberals’ desire to hold at arm’s length ‘different’ cultures they are anxious not to offend. Most of all, postcolonial racism, at least within the contemporary European context, is a racism of surveillance, whereby ‘foreigners’ become ‘aliens’, ‘protection’ disguises ‘preference’, and ‘cultural difference’ slides into ‘racial stigmatization’ ––all in the interests of representing the European people, which is a very different entity to the European population as a whole. The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. First published in 1998, this book is about the consequences of the permanent settlement of former labour migrants in contemporary Germany and Britain and the extent to which these ‘new’ minorities are regarded as citizens in both societies as well as citizens of the European Union. It is argued that a socio-historical link between processes of racialization and nationalism lead to an exclusionary concept of citizenship in both countries. This link is concretized by the intermingling of nationality and citizenship as reflected in law and/or in the perception by civil society. Thus, the concept of citizenship can only function as a mechanism for inclusion of ethnic minorities if de-linked from nationality (i.e. ethnic descent). In addition, recent supra- and sub-national development on the EU level lead to the suggestion of a three-layered conception of citizenship (i.e. local, national, European), and it is argued that the local level is probably the most effective to resist the power of racism and nationalism.
