During the half century preceding widespread school integration, black North Carolinians engaged in a dramatic struggle for equal educational opportunity as segregated schooling flourished. Drawing on archival records and oral histories, Sarah Thuesen gives voice to students, parents, teachers, school officials, and civic leaders to reconstruct this high-stakes drama. She explores how African Americans pressed for equality in curricula, higher education, teacher salaries, and school facilities; how white officials co-opted equalization as a means of forestalling integration; and, finally, how black activism for equality evolved into a fight for something "greater than equal--integrated schools that served as models of civic inclusion. These battles persisted into the Brown era, mobilized black communities, narrowed material disparities, fostered black school pride, and profoundly shaped the eventual movement for desegregation. Thuesen emphasizes that the remarkable achievements of this activism should not obscure the inherent limitations of a fight for equality in a segregated society. Charles N. Hunter, one of North Carolina's outstanding black reformers, was born a slave in Raleigh around 1851, and he lived there until his death in 1931. As public school teacher, journalist, and historian, Hunter devoted his long life to improving opportunities for blacks. A political activist, but never a radical, he skillfully used his journalistic abilities and his personal contacts with whites to publicize the problems and progress of his race. He urged blacks to ally themselves with the best of the white leaders, and he constantly reminded whites that their treatment of his race ran counter to their professed religious beliefs and the basic tenets of the American liberal tradition. By carefully balancing his efforts, Hunter helped to establish a spirit of passive protest against racial injustice. John Haley's compelling book, largely based on Hunter's voluminous papers, affords a unique opportunity to view race relations in North Carolina through the eyes of a black man. It also provides the first continuous survey of the black experience in the state from the end of the Civil War to the Great Depression, an account that critiques the belief that race relations were better in North Carolina than in other southern states.

Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Farm women of the twentieth-century South have been portrayed as oppressed, worn out, and isolated. Lu Ann Jones tells quite a different story in Mama Learned Us to Work. Building upon evocative oral histories, she encourages us to understand these women as consumers, producers, and agents of economic and cultural change. As consumers, farm women bargained with peddlers at their backdoors. A key business for many farm women was the "butter and egg trade--small-scale dairying and raising chickens. Their earnings provided a crucial margin of economic safety for many families during the 1920s and 1930s and offered women some independence from their men folks. These innovative women showed that poultry production paid off and laid the foundation for the agribusiness poultry industry that emerged after World War II. Jones also examines the relationships between farm women and home demonstration agents and the effect of government-sponsored rural reform. She discusses the professional culture that developed among white agents as they reconciled new and old ideas about women's roles and shows that black agents, despite prejudice, linked their clients to valuable government resources and gave new meanings to traditions of self-help, mutual aid, and racial uplift.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. In “We Want Better Education!”, James B. Barrera offers a detailed and comprehensive analysis of the educational, cultural, and political issues of the Chicano Movement in Texas, which remains one of the lesser-known social and political efforts of the Civil Rights Movement of the 1960s. This movement became the political training ground for greater Chicano empowerment for students. By the 1970s, it was these students who helped to organize La Raza Unida Party in Texas. This book explores the conditions faced by students of Mexican origin in public schools throughout the South Texas region, including Westside San Antonio, Edcouch-Elsa, Kingsville, and Crystal City.
