With Jefferson’s great success, however, comes the reality of getting the agreement with France approved and implemented. The boundaries of the territory ceded are not even clear. In private letters to his trusted advisers, Jefferson discusses the proper course of action. Should both houses of Congress be called to consider the French offer? Is it prudent to make the substance of a treaty public? And perhaps most vexing, does this executive action require an amendment to the Constitution? Some Federalists criticize the plan, but an expansion of the nation’s territory, proponents argue, will raise America’s stature in the eyes of the world. With the widening of the country’s borders, Jefferson’s project to send an exploratory party westward seems even timelier. William Clark accepts Meriwether Lewis’s invitation to join the expedition, and on the last day of August Lewis begins his journey down the Ohio River, the building of his boat finally complete.

Paul B Kerr, MD is a Physician practicing in Northern Pennsylvania, near the border of Upstate New York, and west of the Pocono Mountains. His current medical interest is in Consulting with the elderly. He married a Registered Nurse, Donna Smith, while an intern at the Guthrie Clinic, Sayre. They have 3 happily married children; there are 7 grandchildren. The entire family are active and practicing Christian believers. Many are in medical activities. His birth and growing up was in Titusville, PA, known for "Birth of the Oil Industry" Drafted into the US Army, he was in infantry, medics and basic engineering. Using the GI Bill for help, he completed college and Medical School - Northwestern University in Chicago. After specialty training in Internal Medicine he was again drafted into the US Army, serving as Commander of the Eighth Army Headquarters Dispensary in Seoul, Korea. There he gained a first-hand knowledge of Orientals, and of far-away travel. He, with Donna, later including children, began a lifetime of short travels to five continents, visiting many cultures, usually visiting in peoples homes, through relations with Rotary International Youths who had lived in the Kerr's home. Kerrs lead cultural missions to Philippines, Portugal and Malta. Dr Kerr has been an officer in Masonic Orders, Rotary International, Gideons International and Medical Societies. Dr Kerr helped to found Montrose General Hospital; delivered 3000 babies; and did anesthesia practice for 40 years; while also doing house calls, office, emergency and administrative work. Certified as a Specialist in Family Practice, he developed a keen interest in continuing medical education and evidence-based medicine. He also has an interest in his Scotch and Pilgrim ancestors.

Donna spent 14 difficult years in Australia before she moved back to the UK to take up Registered Nurse Training in London. Whilst in London she met and married her husband who died in 1993 from Renal Failure. Following his death, Donna returned to Australia where she spent another 10 years before finally returning to York, England to settle. This final return to the UK signalled the loss of Donna's support network for her and her two children and Donna's life began to spiral out of control. She suffered a Nervous Breakdown in 2005-2007, culminating with a suicide attempt in January 2007. Donna began Therapy in 2007 and started back on the road to recovery. This therapy changed her life and enabled Donna to see the possibilities for her children and herself.Today, Donna has begun the 3rd year of her Honours degree in psychology and History which she is studying Full-time with the Open University, as well as college courses in counselling and other skills which Donna would like to put to use in order to help others in similar situations.
