Scholars of international relations tend to prefer one model or another in explaining the foreign policy behavior of governments. Steve Yetiv, however, advocates an approach that applies five familiar models: rational actor, cognitive, domestic politics, groupthink, and bureaucratic politics. Drawing on the widest set of primary sources and interviews with key actors to date, he applies each of these models to the 1990-91 Persian Gulf crisis and to the U.S. decision to go to war with Iraq in 2003. Probing the strengths and shortcomings of each model in explaining how and why the United States decided to proceed with the Persian Gulf War, he shows that all models (with the exception of the government politics model) contribute in some way to our understanding of the event. No one model provides the best explanation, but when all five are used, a fuller and more complete understanding emerges. In the case of the Gulf War, Yetiv demonstrates the limits of models that presume rational decision-making as well as the crucial importance of using various perspectives. Drawing partly on the Gulf War case, he also develops innovative theories about when groupthink can actually produce a positive outcome and about the conditions under which government politics will likely be avoided. He shows that the best explanations for government behavior ultimately integrate empirical insights yielded from both international and domestic theory, which scholars have often seen as analytically separate. With its use of the Persian Gulf crisis as a teachable case study and coverage of the more recent Iraq war, Explaining Foreign Policy will be of interest to students and scholars of foreign policy, international relations, and related fields.

The Welfare Reform Act of 1996 drastically changed the delivery of social services in the United States for the first time in sixty years. More than a decade later, according to Catholic social ethicist Thomas Massaro, a disturbing gap exists between the laws we have enacted as a nation and the moral concerns we profess as a people. Massaro contends that ethicists too often focus on strictly theoretical concerns rather than engaging concrete social and political issues, while public policy experts are uncomfortable drawing ethical judgments about legislation. United States Welfare Policy takes a fresh approach to the topic by using Catholic social teaching as a lens through which to view contemporary American welfare policies, citing the tradition's emphasis on serving the needy—including a preferential option for the poor—and the common good. Massaro maintains that the most important outcome of welfare policy is not the cost-effectiveness of programs, but the well-being of individual families. The concluding analysis of this thoughtful study applies Catholic ethical concerns to specific aspects of welfare reform, including the funding mechanisms for the Temporary Assistance to Needy Families (TANF) program, work participation requirements affecting the bond between mothers and children, eligibility rules, the intrusion of family caps into reproductive decisions, and the imposition of disproportionate burdens upon particular demographic groups. Massaro offers possible alternatives in each case and, as the fight over reauthorization of the welfare act continues, he calls on Catholic churches and clergy and laity to take action and advocate publicly for a more ethical approach to welfare reform.

They persuaded Barry Goldwater to run for president, groomed former actor Ronald Reagan for the California governorship, helped derail Bill Clinton's health care initiative, and carried out the swiftboating of John Kerry. As Dennis Johnson argues in this sweeping history of political consulting in the United States, they are essential to modern campaigning, often making positive contributions to democratic discourse, and yet they have also polarized the electorate with their biting messages. During the nineteenth and early twentieth centuries, political campaigns were run by local political parties, volunteers, and friends of candidates; but as party loyalties among voters began to weaken, and political parties declined as sources of manpower and strategy, professional consultants swept in to fill the void. Political consulting emerged as a profession in the 1930s with publicists Leone Baxter and Clem Whitaker, the husband and wife team who built their business, in part, with a successful campaign to destroy Upton Sinclair's 1934 bid for governor of California. With roots in advertising and public relations, political consulting has since developed into a highly professionalized business generating hundreds of millions of dollars. In fact, some of the top campaign consulting firms have merged with others to form multinational public relations conglomerates, serving not just candidates but also shaping public advocacy campaigns for businesses and nonprofits. Johnson, an academic who has also worked on campaigns alongside the likes of James Carville and pollster Paul Begala, suffuses his history with the stories of the colorful characters who have come to define the profession of consulting, from its beginning to the present.
