The Heavens on Earth explores the place of the observatory in nineteenth-century science and culture. Astronomy was a core pursuit for observatories, but usually not the only one. It belonged to a larger group of “observatory sciences” that also included geodesy, meteorology, geomagnetism, and even parts of physics and statistics. These pursuits coexisted in the nineteenth-century observatory; this collection surveys them as a coherent whole. Broadening the focus beyond the solitary astronomer at his telescope, it illuminates the observatory’s importance to technological, military, political, and colonial undertakings, as well as in advancing and popularizing the mathematical, physical, and cosmological sciences. The contributors examine “observatory techniques” developed and used not only in connection with observatories but also by instrument makers in their workshops, navy officers on ships, civil engineers in the field, and many others. These techniques included the calibration and coordination of precision instruments for making observations and taking measurements; methods of data acquisition and tabulation; and the production of maps, drawings, and photographs, as well as numerical, textual, and visual representations of the heavens and the earth. They also encompassed the social management of personnel within observatories, the coordination of international scientific collaborations, and interactions with dignitaries and the public. The state observatory occupied a particularly privileged place in the life of the city. With their imposing architecture and ancient traditions, state observatories served representative purposes for their patrons, whether as symbols of a monarch’s enlightened power, a nation’s industrial and scientific excellence, or republican progressive values. Focusing on observatory techniques in settings from Berlin, London, Paris, and Rome to Australia, Russia, Thailand, and the United States, The Heavens on Earth is a major contribution to the history of science. IA U Symposium Number 141 "Inertial Coordinate System on the Sky" was held in Leningrad, USSR from 17-21 October 1989. The symposium also commemorated the 150th anniversary of the founding of Pulkovo Observatory. The scientific program was presented in ten half-day sessions. Most sessions were held at the Pulkovskaya Hotel, but one session which highlighted Pulkovo's current programs was held at Pulkovo Observatory. The sessions were organized into general categories pertaining to the legacy of Pulkovo for inertial systems; current programs at Pulkovo Observatory; concepts, definitions and models; and the realization and comparision of reference frames. More than 140 scientific papers were presented, either orally or in poster form. Extensive use was made of electronic mail and computer-readable communications, and more than two-thirds of the authors made use of the opportunity to submit papers for formatting by the editors. The meeting was truly a symposium in the Greek sense of the word-a free-flowing exchange of ideas and opinions. The final two papers presented at the symposium by Wilkins and by Westerhout are presented at an eady stage in the published proceedings, in order to help focus the reader's attention on the concepts and problems explored in subsequent papers. This volume contains the fifteenth tri-annual reports of the Presidents of the forty Commissions of the International Astronomical Union; it refers to the progress in our discipline during the three years 1970, 1971 and 1972. As compared to earlier volumes a gradual change in character is unmistakable. The ever increasing flow of publications, combined with the obvious necessity to keep the Reports at a reasonable size and price level has gradually forced the Commission Presidents to be more selective than before in drafting their Reports. I have certainly stimulated them into that direction - in order that Reports like these be valuable and lasting, it seems imperative that the individual contributions have the character of a critical overall review, where a fairly complete summary is given of the major develop ments and discoveries of the past three years, and in which the broad developments and new trends be clearly outlined, while at the same time essential problems for future research are identified. With respect to the latter item I have suggested the Commission Presidents to add to their reports a brief section on scientific priorities for future research in the field of their Commissions. In order to save space I have suggested to Commission Presidents that references to published papers are given on the basis of their number in the published issues of Astronomy and Astrophysics Abstracts.
