Both these points are to be stressed in the present study. The Educational Finance Inquiry Commission, in making a survey of New York State in 1923, found that It was not possible, from the reports available in the State Office, to segregate the costs of various types of special work. 9 N O investigation has been found which gives any indication of the com parative costs for special education in the cities included in this study, although tabulations and comparisons of the costs of other divisions of city school systems are common procedures. Of course, a number of the larger cities have made analyses of their own costs in this field. Statistical studies of some of the atypical types have been made in recent years, but usually only one type is considered at a time rarely a comparison among the different groups Of atypical classes. Haines,10 in 1922, discussed the public-school facilities for mentally handicapped children and gave data showing the number of pupils and classes in all cities of population or over. Excerpt from Provisions for Mentally Atypical Pupils Although the 107 principals and superintendents described the pro visions made by their systems in from one or two sentences up to several pages each, it seemed desirable to visit a number of them to secure a more intimate knowledge of what they are doing than was possible by correspondence. The writer, therefore, visited a number of these systems, selecting those which appeared to be doing the best work of this sort, which had something more or less different from most other systems, or which for some other reason it seemed desirable to include on the list. Those visited included ten combined elementary and high - school systems, seventeen township and community high schools, and seventeen systems composed of elementary schools only. About 40 per cent of those visited were within Cook County outside of Chicago, but the other 60 per cent were fairly well scattered over the northern two-thirds of the state extending as far south as Bridgeport and as far west as Rock Island and Moline. In size they ranged from systems enrolling somewhat more than three hundred up to one of over fourteen thousand pupils. Of the elementary schools reporting some provisions for children of atypical mentality almost two-thirds have some form of so-called homogeneous grouping. This ranges from quite formal and complete schemes to very informal and temporary grouping. More than half of the elementary schools reported one or more special rooms of some variety or other or special teachers who go from room to room or building to building giving assistance to individuals or groups most in need of it. About one-fourth reported miscellaneous provisions of various types not connected with either homogeneous grouping or special rooms or teachers. Of the high schools about two-thirds have some form of grouping, and two-fifths, various other provisions. From these figures it appears that many of the elementary schools are making two or even more types of provisions for atypical children, but that provisions of this sort are not so common among the high schools. The 1930 White House Conference revealed the fact that approximately 22 out of every 100 children in the United States need special attention either in the form of medical and surgical treatment, professional supervision of feeding and exercise, or instruction under the direction of highly specialized teachers. It was revealed at that conference also that school administrators in the larger cities particularly are aware of these problems and that many have taken some steps toward providing remedies, at least for some of them. Accordingly, it seems worthwhile from time to time to secure a cross-section study of the provisions made for these groups of children and to record the results of experiments. The purpose of this study is primarily to analyze the educational opportunities being offered at present to atypical children by public-school boards in the large cities of the United States, and to determine the "unit costs" of this education. "Atypical" children are defined as those pupils requiring special facilities or instruction because of physical, mental, or moral deviation from the average (blind, deaf, mentally defective, gifted, disciplinary, etc.). State laws relating to the instruction of these children, in so far as it is controlled by local public-school boards, will be presented in tracing the relationship between the legislation and local initiative. Dr. Robert W. Kunzig, in the preparation for his Ph.D. degree, gathered, under the direction of the faculty of the University of Pennsylvania, much data which seems valuable to superintendents. From the material gathered for his dissertation, Dr. Kunzig has prepared this bulletin, which is divided into two sections. Part 1: State Control in States in Which There Are Cities of Over 100,000 Population deals with the provisions in the State laws relative to the establishment of atypical classes, the nature of the State aid provided, the trend of this legislation, and the organization and administration of State departments of special education. This material serves as background for the analysis of the local situation, which follows in Part II. Part II: Provision Made in Cities of 100,000 Population presents the role of the city in atypical class organization. First, there is a statistical analysis of the atypical class situation as it exists in the large cities. This is followed by a description of the local organization and administration of special classes, and the cost of special education to the local public school boards. Comparisons are made among the various cities as to existing special classes and the relative cost of their maintenance. Each individual chapter contains a section on "Summary and Conclusions." Data pertaining to the function of the State in special education were procured mostly from the State laws on education, State regulations and bulletins, and from questionnaires submitted to the State directors of special education or the superintendents of public instruction. Data pertaining to the function of the cities were obtained chiefly from the regulations, bulletins, and superintendents' reports issued by the cities, and from questionnaires sent to the financial officers of boards of education, directors of special education, supervisors, principals, and teachers. All of these sources were supplemented by material gathered from bulletins of the United States Office of Education, and from articles in books and periodicals dealing with public-school education. Appended to this document are: (1) Bibliography; and (2) Questionnaire Used in This Study: University of Pennsylvania School of Education. Individual sections contain footnotes. But this attempt at universal education, the education of all, has practical limitations, one Of which is the encouragement Of education en masse with too little regard for the individual child. Even in this program of education for all, it is doubtful if the present general practice Of education en masse is an absolute practical necessity. May it not be due in part to one's philosophy Of education or to an unawareness Of the real problem? The children who deviate from the normal are the ones who at present tail most completely in having their educational needs met. It has been said that the most retarded child in the public schools is the child with a superior intellect. This bulletin on Special Education is concerned with the deviates or the exceptional children. They fall into three major divi sions: the physically handicapped, the mentally different, and the socially or emotionally maladjusted. NO statistics are needed to convince one Of the seriousness or bigness Of the problem. In every present school situation may be found children who belong in one or more of these groups.
