Latin America and the Caribbean deviates from its path toward the achievement of the Sustainable Development Goal 2: Zero Hunger. The number of undernourished people increased for the third consecutive year reaching 39.3 million, 6.1% of the population. The social and economic inequalities that characterize the region aggravate the problem of malnutrition. Vulnerable groups, such as the population living in poverty, children, women, indigenous peoples and rural inhabitants, tend to experience more severe problems of hunger and malnutrition. Inequality of malnutrition is also seen in gender. The problems of malnutrition in the region are the result of the profound changes that have affected its food systems, which determine the quantity, quality and diversity of food available for consumption, a transformation that has been driven by growing urbanization, changes in diets and new ways of producing and processing food. The solution to the problems of hunger and malnutrition in the region requires changes to its food systems.

The goals of the 2030 Agenda for Sustainable Development that are related to food security and nutrition will not be achieved as long as, in some territories in Latin America and the Caribbean, populations continue to live with malnutrition rates. Economic opportunities in these areas are often limited, public services are scant, and exposure to severe climate events is high. The public policies promoted in the region have had less impact in these historically lagging territories, and there is a pressing need to produce a new agenda of public instruments that address the characteristics of the communities that inhabit them. The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies.It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly laggingThe year 2020 will be remembered for many decades as the year of the COVID-19 pandemic. The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

Latin American countries have for a long time been importers of public policies and institutions from the Global North. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. An increasing number of rural and urban-based movements are realizing some political traction in their demands for democratization of food systems through food sovereignty. Some are pressuring to institutionalize food sovereignty principles and practices through laws, policies, and programs. While the literature on food sovereignty continues to grow in volume and complexity, there are a number of key questions that need to be examined more deeply. These relate specifically to the processes and consequences of seeking to institutionalize food sovereignty: What dimensions of food sovereignty are addressed in public policies and which are left out? What are the tensions, losses and gains for social movements engaging with sub-national and national governments? How can local governments be leveraged to build autonomous spaces against state and corporate power? The contributors to this book analyze diverse institutional processes related to food sovereignty, ranging from community-supported agriculture to food policy councils, direct democracy initiatives to constitutional amendments, the drafting of new food sovereignty laws to public procurement programmes, as well as Indigenous and youth perspectives, in a variety of contexts including Brazil, Ecuador, Spain, Switzerland, UK, Canada, USA, and Africa. Together, the contributors to this book discuss the political implications of integrating food sovereignty into existing liberal political structures, and analyze the emergence of new political spaces and dynamics in response to interactions between state governance systems and social movements voicing the radical demands of food sovereignty.
