The U.S. government frequently deploys emerging technologies that directly affect the American public. The U.S. Department of Homeland Security (DHS), for example, has recently deployed technologies that include artificial intelligence and machine learning, such as face-recognition technology, fifth-generation network technology, counter-unmanned aircraft systems, and chemical and biological detection. Such technologies offer a variety of potential benefits; there are also risks associated with the use of such technologies. Public perception is an essential element that can help identify risks and benefits of the use of technology and can inform multiple stages of the technology acquisition and deployment life cycle. The attention that results when the government fails to account for public perceptions in technology deployments has consequences both for the intended technology use and for government personnel who work with the public; this lack of public trust has implications for homeland security. Public perception could affect DHS implementation of emerging technologies. A variety of important stakeholders, including members of Congress, technology companies, state and local government, and civil liberties advocates, have raised concerns about DHS's use of emerging technology. However, the extent to which the public shares these concerns or supports DHS use is unclear. This Perspective (1) explores the ways in which public perception can influence the success of government technology deployments, (2) identifies different methods of assessing public perception, and (3) suggests ways in which government agencies might account for public perception across the technology deployment life cycle.

Artificial intelligence (AI) is a field of research with the potential to radically change society's use of information technology, particularly how personal information will be interconnected and how private lives will be accessible to cybercriminals. Criminals, motivated by profit, are likely to adapt future AI software systems to their operations, further complicating present-day cybercrime investigations. This thesis examines how transnational criminal organizations and cybercriminals may leverage developing AI technology to conduct more sophisticated criminal activities and what steps the homeland security enterprise should take to prepare. Through a future scenario methodology, four scenarios were developed to project how cybercriminals might use AI systems and what should be done now to protect the United States from the malicious use of AI. This thesis recommends that homeland security officials expand outreach initiatives among private industry and academia that are developing AI systems to understand the dual-use implications of emerging AI technology and to provide public security perspectives to AI research entities. Finally, this thesis recommends that federal agencies develop specific initiatives-aligning with existing national cyber and AI strategies-that confront the potential challenge of future, AI-enabled cybercrime.

Advances in Artificial Intelligence (AI) technology have opened up new markets and new opportunities for progress in critical areas such as health, education, energy, and the environment. In recent years, machines have surpassed humans in the performance of certain specific tasks, such as some aspects of image recognition. Experts forecast that rapid progress in the field of specialized artificial intelligence will continue. Although it is very unlikely that machines will exhibit broadly-applicable intelligence comparable to or exceeding that of humans in the next 20 years, it is to be expected that machines will reach and exceed human performance on more and more tasks. As a contribution toward preparing the United States for a future in which AI plays a growing role, this report surveys the current state of AI, its existing and potential applications, and the questions that are raised for society and public policy by progress in AI. The report also makes recommendations for specific further actions by Federal agencies and other actors. A companion document lays out a strategic plan for Federally-funded research and development in AI. Additionally, in the coming months, the Administration will release a follow-on report exploring in greater depth the effect of AI-driven automation on jobs and the economy. The report was developed by the NSTC's Subcommittee on Machine Learning and Artificial Intelligence, which was chartered in May 2016 to foster interagency coordination, to provide technical and policy advice on topics related to AI, and to monitor the development of AI technologies across industry, the research community, and the Federal Government. The report was reviewed by the NSTC Committee on Technology, which concurred with its contents. The report follows a series of public-outreach activities spearheaded by the White House Office of Science and Technology Policy (OSTP) in 2016, which included five public workshops co-hosted with universities and other associations that are referenced in this report.
