This final volume in the series Studies in the Modernization of the Republic of Korea, 1945–1975, is an analysis of the contribution of tax and expenditure policy to Korea’s rapid economic development during the 1953–1975 period. Based upon specially compiled and comprehensive revenue and expenditure data, the authors first trace the history of Korean fiscal policy during the modernization period and then examine how Korea’s fiscal development has differed from that of other countries. The results of the analysis show that Korea did not follow the traditional path of a steadily increasing tax effort, reliance on direct taxes, and emphasis on income distribution. Instead, through improved tax administration and expenditure control, the savings rate was increased dramatically.

How and why has the Korean state changed its way of handling the society and its markets over the past two decades? The Changing Role of the Korean State finds that the explosion of contentious civil society after democratization coeval with the outbreak of the financial crisis following rapid economic growth, are closely associated with the decline of developmentalism. Despite these profound changes, however, the Korean state has not totally relinquished its control over the society and the market. Rather, although its methods have been altered it remains to be highly interventionalist and regulatory in nature. The state continues to use its influence to restructure the socio-economic system and rationally manage spatial arrangements. The book amply demonstrates the residual legacy of the developmental state in Korea, and it is unlikely that Korea will ever accept the western liberalist concept of a state which limits its function to that of a referee for the spontaneous operation of the civil society and the market. The contributors of this edited volume delineate the shifting role of the Korean state from the developmental state, which led economic development by guiding investment in strategic industries through various means, to a slightly subtler role as a regulator, supervising the operation of the market in the changing economic environment. Individual chapters presented here address this changing but nonetheless vital role that the state plays in managing the variety of modern socio-economic life in South Korea. "How do poor nations become rich, industrialized, and democratic? And what role does democracy play in this transition? To address these questions, Jongryn Mo and Barry R. Weingast study South Korea’s remarkable transformation since 1960. The authors concentrate on three critical turning points: Park Chung Hee’s creation of the development state beginning in the early 1960s, democratization in 1987, and the genesis of and reaction to the 1997 economic crisis. At each turning point, Korea took a significant step toward creating an open access social order. The dynamics of this transition hinge on the inclusion of a wide array of citizens, rather than just a narrow elite, in economic and political activities and organizations. The political economy systems that followed each of the first two turning points lacked balance in the degree of political and economic openness and did not last. The Korean experience, therefore, suggests that a society lacking balance cannot sustain development. Korean Political and Economic Development offers a new view of how Korea was able to maintain a pro-development state with sustained growth by resolving repeated crises in favor of rebalancing and greater political and economic openness."

"Where does Neo-Confucianism—a movement that from the twelfth to the seventeenth centuries profoundly influenced the way people understood the world and responded to it—fit into our story of China’s history? This interpretive, at times polemical, inquiry into the Neo-Confucian engagement with the literati as the social and political elite, local society, and the imperial state during the Song, Yuan, and Ming dynasties is also a reflection on the role of the middle period in China’s history. The book argues that as Neo-Confucians put their philosophy of learning into practice in local society, they justified a new social ideal in which society at the local level was led by the literati with state recognition and support. The later imperial order, in which the state accepted local elite leadership as necessary to its own existence, survived even after Neo-Confucianism lost its hold on the center of intellectual culture in the seventeenth century but continued as the foundation of local education. It is the contention of this book that Neo-Confucianism made that order possible."
