Book Description
Provincial reconstruction teams (PRTs) were established as a result of the need to develop the infrastructure necessary for the Afghan and Iraqi people to succeed in a post-conflict environment. The efforts of PRTs take place every day during a time when major conflict is commonplace in both countries. PRTs have become an integral part of the long-term strategy to transition the lines of security, governance, and economics to the indigenous people. Integrated appropriately, PRTs serve as combat multipliers for maneuver commanders engaged in governance and economics, as well as other critical lines of operation. In addition, PRTs serve as force multipliers for U.S. Government (USG) development agencies engaged across the stability and reconstruction sectors. This playbook focuses on PRTs in general, with additional information specific to Iraq and Afghanistan. The information contained in this playbook comes from multiple sources inside and outside the USG with the understanding that the manner in which PRTs operate is likely to change over time. The intent of this publication is to share knowledge, support discussion, and impart lessons and information in an expeditious manner. This Center for Army Lessons Learned (CALL) publication is not a doctrinal product. The information provided in this publication is written by USG employees for those individuals who will serve in a stability and reconstruction environment.

Drawing from a diverse range of military, policing, academic and policymakers’ experiences, this book seeks to provide solutions of how national militaries and police can work together to better support future United Nations peacekeeping operations. An original contribution to the debate on UN peacekeeping reforms that includes constructing an enhanced partnership for peacekeeping; building on renewed commitment to share the burden and for regional cooperation; providing peacekeepers with the necessary capabilities to protect civilians; and supporting nations in transition from conflict to stabilisation. This book offers the very latest in informed analysis and decision-making on UN peacekeeping reform.

Book Description
More than ever, humanitarian aid workers and diplomats are engaging with vulnerable populations in areas once considered too dangerous to touch. Drawing on decades of on-the-ground experience in conflict environments around the world, Van Arsdale and Smith offer this important and revealing guide to the ethics, theory, and practice of work outside so-called Green Zones of safety. On behalf of governments or NGOs, on missions ranging from complex humanitarian emergencies to post-war reconstruction, social scientists in interdisciplinary teams are operating in settings where the line between civilian and military projects is increasingly blurred. This book is essential reading for anyone who wants to understand the realities of these new humanitarianisms and for the fields of international relations, anthropology, development studies, and peace studies.

Book Description
A primary requirement in achieving strategic aims in Iraq is the reestablishment of a functional health care system. Currently, there is no agreed solution among the stake-holder agencies regarding strategic health policy in support of this objective. Health care is a component of basic human needs and should be accessible, affordable, and effective. Following combat operations and phasing into stabilization operations, basic health care infrastructure and systems have often been either disrupted or degraded altogether. To address this situation, the U.S. Government requires a coordinated interagency approach to formulate a strategic health care plan. Incorporating all relevant players into this endeavor will promote sound organizational design, unity of effort, and a culture favorable to synchronization. This paper contains specific recommendations and advocates a renewed effort toward addressing them. The primary constructs under review are U.S. Government organization, leadership, and culture as they relate to a strategic healthcare policy. This approach will reduce redundant efforts, conserve resources and augment the legitimacy of the new Government of Iraq while supporting U.S. national strategic aims.
