This book critically examines the relationship between protecting human rights and building peace in post-violence societies. It explores the conditions that must be present, and strategies that should be adopted, for the former to contribute to the latter. The author argues that human rights can aid peacebuilding efforts by helping victims of past violence to articulate their grievance, and by encouraging the state to respond to and provide them with a meaningful remedy. This usually happens either through a process of adjudication, whereby human rights can offer guidance to the judiciary as to the best way to address such grievances, or through the passing and implementation of human rights laws and policies that seek to promote peace. However, this positive relationship between human rights and peace is both qualified and context specific. Through an interdisciplinary and comparative analysis of four case studies, the book identifies the conditions that can support the effective use of human rights as peacebuilding tools. Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

Making War and Building Peace examines how well United Nations peacekeeping missions work after civil war. Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.
