Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Despite India’s record of rapid economic growth and poverty reduction over recent decades, rising inequality in the country has been a subject of concern among policy makers, academics, and activists alike. Poverty and Social Exclusion in India focuses on social exclusion, which has its roots in India’s historical divisions along lines of caste, tribe, and the excluded sex, that is, women. These inequalities are more structural in nature and have kept entire groups trapped, unable to take advantage of opportunities that economic growth offers. Culturally rooted systems perpetuate inequality, and, rather than a culture of poverty that afflicts disadvantaged groups, it is, in fact, these inequality traps that prevent these groups from breaking out. Combining rigorous quantitative research with a discussion of these underlying processes, this book finds that exclusion can be explained by inequality in opportunities, inequality in access to markets, and inequality in voice and agency. The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

The book examines India s experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.
