This is a work on "hostile" data and the conditions under which they are accepted and rejected. What is the place of data in politics and organization? Why are politicians and administrators so often hostile to research data, or why do they tend to perceive data as hostile to them? How can data become relevant to policy? These questions are the focus of this book. In answer I try to show how political and administrative institutions cope with "hostile" data; how they seek to maintain closedness to disconfirming data, and how they are led, in a free society, to change their policies despite the epistemological bias in favor of the already known and the initial inclination to resist change. At the same time, I demonstrate that data producers must learn that while their research findings may be subjected to science's own standards of verifiability, such data must also meet standards of contestability by the various interests involved in political and administrative decisions. The production and "appropriate" publication of a research report may at best buy one an admission ticket to participate in political and administrative contests, but not the power nor the justification to determine the outcomes of the contest. I begin with two hypotheses: Hypothesis 1: Politicians or administrators reject data that do not coincide with behavior they are unwilling to change. Hypothesis II: Politicians or administrators change behavior that does not coincide with data they are unwilling to reject.

The aftermath of World War II was a period of massive Jewish migration. More than a million Jews came to settle in the new state of Israel; hundreds of thousands moved to North America, Australia, and France, while tens of thousands resettled themselves elsewhere in Europe and the world. Emigration was, in turn, paralled by large-scale movement among second-generation Jews from the great urban centers to the suburbs. Until recently it has seemed as though the Jewish people had, in the words of the Bible, reached a situation of rest and landed inheritance. However, there is considerable evidence that Jews are still moving: from the former Soviet Union, to and from Israel, and within nations where they have been long resident. Still Moving examines the causes and character of contemporary migration in Israel and throughout the Diaspora.The contributors to this volume adopt a cross-cultural comparative approach. Part 1 establishes the context of the new migration globally with specific concentration on its effects on the institutions of Israeli democracy. Part 2 surveys immigration to Israel in the 1990s with particular emphasis on the wave of Russian emigres since the fall of the Soviet Union. Many countries have large stocks of government-built housing which, for various reasons, are in poor physical conditions and/or do not conform to the expectations of occupants. The occupants of such housing frequently make unauthorized but quite considerable changes and extensions (transformations) to their dwellings. This book examines user-initiated transformations to government-built housing in Bangladesh, Egypt, Ghana and Zimbabwe, surveyed in a research program sponsored by the UK Department for International Development. The 1600 dwellings surveyed show how relatively low-income households are capable of supplying new rooms and services both to improve their own housing conditions and to supply rental rooms or accommodation for family members living rent-free. The new construction is often of at least as good quality as the original structures and sometime envelopes the original in a new skin. It is clear that transformation adds accommodation and services to existing housing, upgrades the housing stock, and creates variety out of uniformity. The study leads to policy suggestions to encourage transformations for the renewal of government housing. These include the provision of loan finance; the encouragement of co-operation between neighbors, especially in multi-storey housing; and the planned colonization of open space next to the dwellings where plots are not provided. For new housing, it is clear that designs for new areas are only the beginning of an on-going development process rather than a blueprint for once-for-all development.
