This report is the presentation of the methodology applied in Italy to spatially disaggregate the computation of the level of water stress from the national to the subnational scale (SDG indicator 6.4.2). Compared to the national assessment, which results in a low level of water stress in the country, the spatial disaggregation of the indicator by the hydrological unit highlighted the presence of basins affected by water stress exceeding 60 per cent (district of the Po river basin). The analysis was performed considering the long-term average of the available fresh water resources calculated on different reference periods (1951-2020, 1961-90, 1991-2020), and this put in evidence the impact of climate change on the level of water stress. This report is part of the series SDG 6.4 MONITORING SUSTAINABLE USE OF WATER RESOURCES PAPERS that collects all the achievements on SDG 6.4. The study was implemented by the Italian Institute for Environmental Protection and Research (ISPRA), responsible for the model and data used to assess the total renewable freshwater resources, and the Italian National Institute of Statistics (ISTAT), which has provided the methodology and the official statistics related to water withdrawals by economic sector (Agriculture, Services, and Industry). The study is the outcome of an agreement between FAO and ISPRA under the Integrated Monitoring Initiative for SDG 6 (IMI-SDG6), designed to produce a map of Italy showing the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” disaggregated at river basin district level. There is already severe scarcity in many regions of the world, causing tremendous problems for local populations and indeed entire societies. There is insufficient water available for the production of food to alleviate poverty and starvation; the lack of water hampers industrial, urban and tourism development, forcing restrictions on other sectors, especially agriculture; health problems arise as the deterioration of ground and surface waters favours water-borne diseases, which flourish in the absence of decent water distribution and sewerage systems. Water conflicts still arise in areas under stress, while water for nature has become a vanishing priority in such zones. This report presents the instruction manual of the new water stress plugin developed by FAO in collaboration with the Stockholm Environment Institute's U.S. Center (SEI) for the calculation of the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” by river basin. Since the indicator was introduced in 2015, it has been used widely to estimate the level of water stress experienced at the country or regional level. With this new plugin, countries will be able to assess SDG 6.4.2 at the basin and sub-basin levels providing a different and more hydrologically sound view on the dynamics of water resources and their use. The plugin allows exploring the spatial and interannual trends of the level of water stress within a basin avoiding any multiple counting of its freshwater resources and taking into consideration the needs of water supply of the different sections of the basin. By supporting the improvement of water monitoring and management, this report contributes to the achievement of SDG 6.

The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.
