There has been a recent resurgence in interest in the theorization of labour regimes in various disciplines. This has taken the form of a concern to understand the role that labour regimes play in the structuring, organization and dynamics of global systems of production and reproduction. The concept has a long heritage that can be traced back to the 1970s and the contributions to this book seek to develop further this emerging field. Roughly 260 million workers in China have participated in a mass migration of peasants moving into the cities, and construction workers account for almost half of them. In Building China, Sarah Swider draws on her research in Beijing, Guangzhou, and Shanghai between 2004 and 2012, including living in an enclave, working on construction jobsites, and interviews with eighty-three migrants, managers, and labor contractors. This ethnography focuses on the lives, work, family, and social relations of construction workers. It adds to our understanding of China's new working class, the deepening rural-urban divide, and the growing number of undocumented migrants working outside the protection of labor laws and regulation. Swider shows how these migrants—members of the global "precariat," an emergent social force based on vulnerability, insecurity, and uncertainty—are changing China's class structure and what this means for the prospects for an independent labor movement.The workers who build and serve Chinese cities, along with those who produce goods for the world to consume, are mostly migrant workers. They, or their parents, grew up in the countryside; they are farmers who left the fields and migrated to the cities to find work. Informal workers—who represent a large segment of the emerging workforce—do not fit the traditional model of industrial wage workers. Although they have not been incorporated into the new legal framework that helps define and legitimize China's decentralized legal authoritarian regime, they have emerged as a central component of China's economic success and an important source of labor resistance.

What happens when local unions begin to advocate for the rights of temporary migrant workers, asks Michele Ford in her sweeping study of seven Asian countries? Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries—Hong Kong, Malaysia, and Thailand—where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries—Japan and Taiwan, for example—where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.
