This study analyzes the constraints facing the private sector in Bhutan by conducting a nation-wide questionnaire survey of 168 micro/cottage, small, and medium-sized enterprises. Regulatory constraints are found to be the topmost constraint followed by the lack of finance and poor infrastructure. The variance and severity level of constraints differ significantly between urban and rural districts with respect to size, sector and ownership. Categorization and segregation approach generated a distinct portrayal of constraints and idiosyncratic requirements of urban vis-a-vis rural firms, even within and among micro and small enterprises. Factor analysis and multiple regression analysis further corroborated these results. The findings suggest a strong need to promote the growth of Bhutanese private sector through multifaceted, demand-driven approach, but specifically targeted and guided by a geographic spread and severity level of constraints. The work should be of interest to government as well as development partners involved in promoting the private sector, particularly micro, small and medium enterprises, in developing countries."

Two of the seven major development challenges of the Royal Government of Bhutan identified for the Donors Development Forum, held in Thimpu in November 2000, were private sector development and employment generation. Given the fact that the public sector is unlikely to expand further in the forseeable future, these issues become two sides of the same coin. Future employment generation in Bhutan can only come from the further growth of the private sector. The prinicpal objectives of this report and associated survey work is to assist the Government in developing an improved information base on the private sector and to thereby assist it in formulating its strategy for private sector support over the period of the Ninth Five-Year Development Plan. The main recommendations put forth for private sector development include: Establishment of a transparent system of tax relief and possibly a system of industry levies to support radically increased worker and management training. Development of a transparent, time-bound, policy for recruiting non-national workers. Encouragement of the development of innovative financial instruments and payment modalities. Support of technology transfer mechanisms and provide incentives through tax breaks. Finalization and approval of the new foreign direct investment law. Implementation of a system of duty drawback on imported raw materials used to produce export products. Development of a clear, consistent, and transparent policy environment.

This paper presents the results of an investigation into the performance and stability of Bhutan's banking system. The study has found that economic growth has fueled a large demand for household credit over recent years, and in turn, banks have responded by substantially increasing their loan portfolios. Private sector credit growth took o from its earlier steady pace in the years preceding 2008, reaching over 40% growth year-on-year in the 2009-10 fiscal year, and has retained a relatively high growth rate even as heavy import restrictions remain in place. Although the largest recipient of credit is the building and construction sector, personal loans now make up more than 18% of credit extended to the private sector. And while non-performing loans have decreased substantially from their peak of close to 40% in the mid-1990s, they are still relatively high, and are decreasing as much due to total private sector credit growth as they are to loan recovery rates. Within this context, this paper discusses policy recommendations to strengthen and improve the banking sector. These policy measures include fostering banking sector competition, improving regulatory practices--on both the monitoring and the enforcement side--and enhancing risk diversification and liquidity management practices.

The overarching objective of Bhutan’s Tenth Five-Year Plan (10FYP)—which is also the Royal Government of Bhutan’s Poverty Reduction Strategy Paper (PRSP)—is to sustain this trajectory and reduce poverty further. Political stability, prudent economic management, and development of the hydropower sector delivered robust economic growth during the 9FYP. Favorable economic performance was underpinned by sound macroeconomic policies. The 10FYP forecasts an average fiscal deficit of about 3 percent of GDP, the same as in the 9FYP and in line with the Royal Government of Bhutan (RGoB)'s strategic fiscal policy goals.
