Mayor shall refuse to be qualified, or there is any vacancy qual' in the office after election and qualification, or if the Mayor be absent from the city or unable to discharge the duties of his office, the Commissioners shall choose some qualified person Mayor tor the time, or the unexpired portion of the time, or during such absence or disability as the case mav be, and on like occasion and in like manner the Commisswners shall choose other Commis sioners to supply the place ofsuch as shall refuse to act, or are absent, or unable, and all vacancies which may occur, and such persons only shall be chosen as are here tofore declared to be eligible. River, below the Island Ford Factory House, and running thence North forty degrees East to a poplar on the East bank of the branch, below Ryder's dwelling house, thence North to a little pine, back of Ryder's field in the woods, thence West to a red oak on the West side of the Greens boro' road, above J asper York's dwelling, thence South, passing through the rock quarry on the Cedar Falls Road, to a large pine near the bank of Deep River, thence down the various courses of Deep River to the beginning. Whereas, The bonds issued under the said act since the twentieth day of May, one thousand eight hundred and sixty one, express on their face that they are payable in good and lawful 'money of the Confederate States whereby said bonds, held by said Company, being only a nominal price in market, although it was intended by the act aforesaid that they should be payable in specie, and they were accepted by said Company under the belief that they were payable in specie therefore, for the relief of said Company.
