Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

Is the Bush Doctrine of aggressive preventive action a justified and legal recourse against threats posed by terrorists and rogue states? Tackling one of the most controversial policy issues of the post-September 11 world, Michael Doyle argues that neither the Bush Doctrine nor customary international law is capable of adequately responding to the pressing security threats of our times. Civil wars are among the most difficult problems in world politics. While mediation, intervention, and peacekeeping have produced some positive results in helping to end civil wars, they fall short in preventing them in the first place. In Incentivizing Peace, Jaroslav Tir and Johannes Karreth show that considering civil wars from a developmental perspective presents opportunities to prevent the escalation of nascent armed conflicts into full-scale civil wars. The authors demonstrate that highly-structured intergovernmental organizations (IGOs such as the World Bank, IMF, or regional development banks) are particularly well-positioned to engage in civil war prevention. When such IGOs have been actively engaged in nations on the edge, their potent economic tools have helped to steer rebel-government interactions away from escalation and toward peaceful settlement. Incentivizing Peace provides enlightening case evidence that IGO participation is a key to better predicting, and thus preventing, the outbreak of civil war.

Every year, hundreds of thousands of women become victims of sexual violence in conflict zones around the world; in the Democratic Republic of Congo alone, approximately 1,100 rapes are reported each month. This book offers a comprehensive analysis of the causes, consequences and responses to sexual violence in contemporary armed conflict. It explores the function and effect of wartime sexual violence and examines the conditions that make women and girls most vulnerable to these acts both before, during and after conflict. To understand the motivations of the men (and occasionally women) who perpetrate this violence, the book analyzes the role played by systemic and situational factors such as patriarchy and militarized masculinity. Difficult questions of accountability are tackled; in particular, the case of child soldiers, who often suffer a double victimization when forced to commit sexual atrocities. The book concludes by looking at strategies of prevention and protection as well as new programs being set up on the ground to support the rehabilitation of survivors and their communities. Sexual violence in war has long been a taboo subject but, as this book shows, new and courageous steps are at last being taken Ð at both local and international level - to end what has been called the “greatest silence in history”.
