En France, 27 % des femmes auraient connu des violences dans leur vie et 10 % des femmes, des violences conjugales dans les 12 derniers mois. Bien qu'elles concernent tous les milieux, il existe des facteurs de risque de subir des violences : précarité, faibles revenus, nombre d'enfants ou antécédents de violences. Les violences entraînent de nombreuses conséquences sur la santé mentale et physique : augmentation des facteurs de risque cardiovasculaire, cancers, pathologies chroniques, complications obstétricales et pathologies psychiatriques. Malgré cela, seulement 1 femme sur 4 en parle à un professionnel de santé. Les patients des Centres Municipaux de Santé (CMS) sont en majorité des femmes, en situation précaire, et qui se déclarent en plus mauvais état de santé que les patients consultant en cabinet. L'objectif de l'étude était de connaître la prévalence des violences parmi les femmes dans les CMS. Durant une semaine, un questionnaire anonyme a été proposé, à toutes les femmes majeures consultant dans 10 CMS des Hauts-de-Seine et de Seine-Saint-Denis, entre décembre 2020 et janvier 2021, distribué par l'accueil. 3 457 femmes ont consulté durant cette période : 18 % ont reçu un questionnaire (n = 612) et 64 % des femmes ayant reçu le questionnaire, y ont répondu (n = 392). 375 questionnaires ont été analysés, soit 10,8 % des femmes ayant consulté. La prévalence des violences faites aux femmes était de 52 % au cours de la vie et de 37 % dans les 12 derniers mois. 17 % des femmes avaient connu des violences sexuelles dans l'année. Parmi celles ayant connu des violences dans l'année : 49 % avaient connu 1 type de violence (verbale dans 1 cas sur 2) ; 26 % 2 types de violences (verbale et sexuelle dans 1 cas sur 2), et 25 % 3 types de violences ou plus. L'étude n'a pas montré de différence significative entre les caractéristiques sociodémographiques des femmes victimes de violences et celles n'ayant jamais connu de violence. 32 % des femmes victimes de violences en avaient déjà parlé avec un professionnel de santé : un médecin généraliste en majorité, ou une association. 58 % des femmes victimes des violences étaient favorables à ce qu'on leur pose la question, contre seulement 28 % de celles n'en ayant pas connu. Les deux principales limites étaient les biais de compréhension liés au questionnaire, non validé par la littérature, et un possible biais de sélection lors de la distribution, réalisée par les secrétaires, dont certaines étaient réticentes et mal à l'aise avec le sujet. Par ailleurs, cette étude a été réalisée durant la crise de la COVID-19, qui a vu augmenter le nombre de signalements des violences, ce qui peut rendre la période peu comparable à une autre. Toutefois, la prévalence des violences semblait supérieure à celle mesurée dans la population générale. Il s'agit de la première étude française évaluant la prévalence des violences, tous types confondus, faites aux femmes dans les CMS. Une étude complémentaire serait nécessaire pour comprendre l'origine de ces violences et rechercher des facteurs associés, permettant de mieux cibler le dépistage et la prévention des violences.

The first comprehensive analysis of the philosophical issues raised by the hijab controversy in France, this book also conducts a dialogue between contemporary Anglo-American and French political theory and defends a progressive republican solution to so-called multicultural conflicts in contemporary societies. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies.
