Illness provides specific, predictable, and recognizable shifts in attention, time perspective, cognitive capacity, judgment, and emotion, which systematically affect impaired leaders. And Nixon's psychological impairments biased his decisions regarding the covert bombing of Cambodia in 1969–1970.
