Establishing contract time is an important part of the highway project development process. Contract time directly impacts project costs, the public, and risk for contractors. This synthesis documents current methodologies and procedures used in state transportation agencies to estimate contract time for various highway project delivery methods. Information used in this study was gathered through a literature review and a survey of state transportation agencies. Follow-up interviews with selected agencies provided additional information. Timothy R.B. Taylor, Roy E. Sturgill, Jr., and Ying Li, University of Kentucky, Lexington, collected and synthesized the information and wrote the report. The members of the topic panel are acknowledged on the preceding page. This synthesis is an immediately useful document that records the practices that were acceptable within the limitations of the knowledge available at the time of its preparation. " Projects to construct, improve, and repair roads and bridges are fundamental to meeting the nation's mobility needs. However, completing highway projects-which generally involves four phases consisting of (1) planning, (2) preliminary design and environmental review, (3) final design and right-of-way acquisition, and (4) construction-can sometimes take a long time. In 2005, SAFETEA-LU established provisions to help expedite highway projects, including streamlining some portions of the environmental review process, allowing states to assume greater environmental review responsibilities under certain conditions, and establishing efforts that permitted delegation of some authority from the federal government to states. GAO was asked to (1) describe the process and factors that could affect highway project time frames, (2) examine state DOTs' views on the benefits and challenges of the provisions to expedite highway projects established in SAFETEA-LU, and (3) describe additional initiatives that state DOTs and FHWA have implemented to expedite the completion of highway projects. GAO surveyed officials from 52 state DOTs, including all states, the District of Columbia, and Puerto Rico; interviewed officials at FHWA, state DOTs, and federal resource agencies (agencies tasked with protecting natural, historic, or cultural resources); and analyzed legislation, regulations, and other reports and publications. U.S. DOT provided technical comments on a draft of this report"

The synthesis describes the state of the practice with respect to procedures used throughout the United States and other countries to determine highway construction contract time, with emphasis on new methods in use. Transportation agencies must set reasonable times for completion of construction projects. Factors to be considered in determining contract time include materials, equipment, labor, cost, and constraints such as weather, traffic conditions, utilities location, and user convenience. This report of the Transportation Research Board covers the still pertinent procedures from NCHRP Synthesis 79: Contract Time Determination (e. g., critical path methods, linear scheduling, bar charts) as well as new methods in use (e.g., A + B methods, lane rental, flexible time-to- start). This synthesis on the use of warranties in road construction will be of interest to administrators, engineers, designers, and contractors involved with highway design and construction and the procurement process for these services. Experiences with use of warranties in Europe and the United States are cited and the potential impacts, benefits, and concerns of using warranties in the United States are identified. Actions needed to facilitate the use of warranties for highway projects in the United States are also discussed. The use of warranties in road construction is relatively widespread in the European highway industry compared to practice in the United States, where use has been limited. This report of the Transportation Research Board describes the various methods used in Europe for highway industry warranties and identifies the issues that need to be addressed before construction warranties can be translated to U.S. practice. Recent congressional proposals call for the use of warranties to be allowed on federal-aid highway projects. This has caused varied reactions from the parties involved in the design and construction of highways, resulting in a General Accounting Office study on methods for improving the quality of federal-aid highways, including the use of warranties. Ultimately, the owner will have to decide whether to use warranties in highway construction projects. Some of the potential benefits and concerns of using warranties, plus needed actions for successful implementation are presented in this synthesis, which is considered a snapshot of the issues at the time of publication.
