More than a hundred years have passed since the adoption of the first prohibitionist laws on drugs. Increasingly, the edifice of international drug control and laws is vacillating under pressures of reform. Scholarship on drugs history and policy has had a tendency to look at the issue mostly in the Western hemisphere of the globe or to privilege Western narratives of drugs and drugs policy. This volume instead turns this approach upside down and makes an intellectual attempt to redefine the subject of drugs in the Global South. Opium, heroin, cannabis, hashish, methamphetamines and khat are among the drugs discussed in the contributions to the volume, which spans from Sub-Saharan Africa to Southeast Asia, including the Middle East, North Africa, Latin America and the Indian Subcontinent. This book presents an analysis tracing the operation of biopolitical mode of power in the global field of drug control. Through a series of theoretically framed investigations that relate current drug control policies to the broader frame of ‘vital politics,’ it attends to the relationship of drug control, democracy and authoritarianism and showcases these pressures on the case of the evolution of drug policy in the Czech Republic. Then, it turns attention to the relationship of power and knowledge, with a particular focus on ‘evidence-based’ policy that tends to more often sustain, rather than challenge coercive and punitive drug control policies. Last but not least, it looks at how the global drug control dispositif shapes those lives on one of Europe’s (internal) periphery, the Spanish Southern border. As international trade has expanded dramatically in the postwar period--an expansion accelerated by the opening of China, Russia, India, and Eastern Europe--illicit international trade has grown in tandem with it. Iran has one of the world's highest rates of drug addiction: estimated to be between 2 and 7 percent of the entire population. This makes the questions that this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? The concept of hybridity highlights complex processes of interaction and transformation between different institutional and social forms, and normative systems. It has been used in numerous ways to generate important analytical and methodological insights into peacebuilding and development. Its most recent application in the social sciences has also attracted powerful critiques that have highlighted its limitations and challenged its continuing usage. This book examines whether the value of hybridity as a concept can continue to be harnessed, and how its shortcomings might be mitigated or overcome. It does so in an interdisciplinary way, as hybridity has been used as a benchmark across multiple disciplines and areas of practical engagement over the past decade – including peacebuilding, state-building, justice reform, security, development studies, anthropology, and economics. This book encourages a dialogue about the uses and critiques of hybridity from a variety of perspectives and vantage points, including deeply ethnographic works, high-level theory, and applied policy work. The authors conclude that there is continued value in the concept of hybridity, but argue that this value can only be realised if the concept is engaged with in a reflexive and critical way.
