This book explores contemporary populist politics through the lens of ontological security theory. It shows that the 'divisionary politics of populism' is fostered by narratives of crisis and insecurity surrounding the imagined Self that gives shape to 'the people' that populism claims to represent. This book places the lens on postcolonial agency and resistance in a social and geopolitical context that has witnessed great transformations in international politics. What does postcolonial politics mean in a late modern context of interventions that seek to govern postcolonial populations? Drawing on historic and contemporary articulations of agency and resistance and highlighting voices from the postcolonial world, the book explores the transition from colonial modernity to the late modern postcolonial era. The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Postcolonial Encounters in International Relations examines the social and cultural aspects of the political violence that underpinned the French colonial project in the Maghreb, and the multi-layered postcolonial realities that ensued. This book explores the reality of the lives of North African migrants in postcolonial France, with a particular focus on their access to political entitlements such as citizenship and rights. This reality is complicated even further by complex practices of memory undertaken by Franco-Maghrebian intellectuals, who negotiate, in their writings, between the violent memory of the French colonial project in the Maghreb, and the contemporary conundrums of postcolonial migration. The book pursues thus the politics of (post)colonial memory by tracing its representations in literary, political, and visual narratives belonging to various Franco-Maghrebian intellectuals, who see themselves as living and writing between France and the Maghreb. By adopting a postcolonial perspective, a perspective quite marginal in International Relations, the book investigates a different international relations, which emerges via narratives of migration. A postcolonial standpoint is instrumental in understanding the relations between class, gender, and race, which interrogate and reflect more generally on the shared (post)colonial violence between North Africa and France, and on the politics of mediating violence through complex practices of memory.

This book examines the development of Timor-Leste’s foreign policy since achieving political independence in 2002. It considers the influence of Timor-Leste’s historical experiences with foreign intervention on how the small, new state has pursued security. The book argues that efforts to secure the Timorese state have been motivated by a desire to reduce foreign intervention and dependence upon other actors within the international community. Timor-Leste’s desire for ‘real’ independence — characterized by the absence of foreign interference — permeates all spheres of its international political, cultural and economic relations and foreign policy discourse. South Asia, which consists of eight states of different sizes and capabilities, is characterized by high levels of insecurity at the inter-state, intra-state, and human level: insecurity that is manifest in both traditional and non-traditional security problems—especially transnational terrorism fuelled by militant religious ideologies. To explain what has caused and contributed to the perpetual insecurity and human suffering in the region, this book engages scholars of international relations, comparative politics, historical sociology, and economic development, among others, to reveal and analyze the key underlying and proximate drivers. It argues that the problems are driven largely by two critical variables: the presence of weak states and weak cooperative interstate norms. Based on this analysis and the conclusions drawn, the book recommends specific policies for making the region secure and for developing the long lasting inter- and intra-state cooperative mechanisms necessary for the perpetuation of that security.
