The phenomenal growth of Chinese economic and military power in the first decade of the 21st century has drawn world-wide attention. Perceptions of China's rise have shifted from seeing China as a threat to a more mixed view, where China is seen as playing a key role in economic recovery, taking an increasingly responsible role in world affairs, and contributing significantly to scientific and technological advances. When an earthquake hits a war zone or cyclone aid is flown in by an enemy, many ask: Can catastrophe bring peace? Disaster prevention and mitigation provide similar questions. Could setting up a flood warning system bring enemy countries together? Could a regional earthquake building code set the groundwork for wider regional cooperation? This book examines how and why disaster-related activities do and do not create peace and reduce conflict. Disaster-related activities refer to actions before a disaster such as prevention and mitigation along with actions after a disaster such as emergency response, humanitarian relief, and reconstruction. This volume investigates disaster diplomacy case studies from around the world, in a variety of political and disaster circumstances, from earthquakes in Greece and Turkey affecting these neighbours’ bilateral relations to volcanoes and typhoons influencing intra-state conflict in the Philippines. Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term—over weeks and months—provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds. This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.

Triangular relations which frame China and Japan as two sides of an isosceles triangle usually focus on the United States as the significant third side. This edited book examines another relatively underexplored set of triangular relations—those between China, Japan and Southeast Asia. The region, comprised of eleven small and medium-size states, is often considered inconsequential in the tempestuous world of international politics where political clout, economic prowess, military strength and soft power matter most. Often seen as easily dominated by extra-regional great powers, this volume reconsiders the region’s relationship with China and Japan, their two Asian neighbours to the northeast which also happen to be the world’s second and third largest economies. While China and Japan do compete for turf in Southeast Asia, states in the region do not perceive themselves as strategic pawns of these two great Asian powers but instead as proactively engaging China and Japan in the region. The country-specific case studies of this book collectively support the thesis that the Southeast Asian states actively seek to manoeuvre between China and Japan for their own advantage and at the same time grapple with developments in Northeast Asia through regional integration efforts. Through the establishment of benchmark norms and values, Southeast Asia attempts to socialise China and Japan and other external powers to the ASEAN way. Indeed, Southeast Asia as a region is now the driver of East Asian multilateralism and regionalism, and the East Asian reality is that Southeast Asia is a major political, economic and cultural player in its own right vis-à-vis the great powers.
