East Asia is a region deeply affected by conflict. Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint. Case study rich, this volume provides policy prescriptions for East Asian donors and actors in an effort to provide Asian solutions for Asian problems.

This book draws lessons from the story of Sri Lanka’s post-conflict development in the context of a struggle for socio-political reconciliation, a turbulent world economy, and difficult internal and external political challenges. In case studies focusing on contemporary crises spanning Africa, the Middle East, and Eastern Europe, the scholars in this volume examine the dominant prescriptive practices of late neoliberal post-conflict interventions—such as statebuilding, peacebuilding, transitional justice, refugee management, reconstruction, and redevelopment—and contend that the post-conflict environment is in fact created and sustained by this international technocratic paradigm of peacebuilding. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

This study investigates the role of civil society in forging sustainable peace in Mindanao. Civil society?s involvement in peace efforts can improve the chances of a lasting settlement?both in terms of addressing underlying causes and in terms of building a constituency for the concessions needed for a peace agreement. There are limitations to the effectiveness of civil society, however, due both to certain characteristics of these organizations (such as their ideological divisions or their lack of representativeness of the whole Filipino community) and to the inherent nature of civil society (its inability to aggregate interests in order to achieve a wider settlement). In the end, civil society can have an impact in making it politically possible for policy elites to adopt positions other than that of ?victory? (which seems to be the preferred policy stance of the general Christian Philippine citizenry). Through articulation of issues and networking, through activities parallel to the formal peace process, and through their efforts to bridge communal divides, civil society organizations keep alive the prospect for peace in Mindanao that sometimes seems forever elusive.This is the seventeenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
