Even as the specter of populism haunts contemporary societies, scholars have not been able to agree about what it is. Except for one thing: a deviation from democracy, the source, it seems, of the precarious position in which so many societies find themselves today. This volume aims to break the Gordian knot of “populism” by bringing a new social theory to bear and, in so doing so, suggesting that normative judgments about this misunderstood phenomenon need to be reconsidered as well. Populism is not a democratic deviation but a naturally occurring dimension of civil sphere dynamics, fatal to democracy only at the extremes. Because populism is highly polarizing, it has the effect of inducing anxiety that civil solidarity is breaking apart. Left populists feel as if civil solidarity is an illusion, that democratic discourse is a fig leaf for private interests, and that the social and cultural differentiation that vouchsafes the independence of the civil sphere merely reflects the hegemony of narrow professional interests or those of a ruling class. Right populists share the same distrust, even repulsion, for the civil sphere. What seems civil to the center and left, like affirmative action or open immigration, they call out as particularistic; honored civil icons, such as Holocaust memorials, they trash. How can the sense of a vital civil center survive such censure from populism on the left and the right? Populism in the Civil Sphere provides compelling answers to these fundamental questions. In 2018, the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov) and the De La Salle University – Jesse M. Robredo Institute of Governance (DLSU–JRIG), both members of the Asia Democracy Research Network (ADRN), came up with two reports that examined the case of populism in the Philippines. INCITEGov focused on civil society’s responses to President Duterte’s populist leadership, while JRIG on the utilization of social media for populist agenda. The two papers are part of ADRN’s State of Democracy in Asia (SODA) Report. The findings of the two reports were presented and validated during the National Consultation on Populism in the Philippines, a multi-sectoral forum organized by INCITEGov and JRIG on Sept. 13, 2018. The activity also aimed to analyze the challenges posed by populism and identify possible action points; expand the scope of action-oriented and policy-driven research; and forge linkages among democracy practitioners in promoting, consolidating, and deepening democracy. This publication contains the proceedings of the forum and is divided into three sessions: 1) Understanding Populism in the Philippines; 2) Populism and Social Media; and 3) Populism and Civil Society. The first session explores the concept of populism using the economic and gender lenses, and from the perspective of the populist public. JRIG and INCITEGov’s reports were presented in the second and third sessions, respectively, each followed by further insights from a panel of reactors and an open forum.

Democracy in Southeast Asia has been explained using a number of factors including historical legacies, social structures, developmental levels, transitional processes, and institutional designs while other elements, such as elite-level relations and social coalitions, have been overlooked. This book offers a new explanation for democracy’s collapse or persistence in Southeast Asia today. Focusing on Thailand, the Philippines and Indonesia — the three countries in the region with the most democratic experience — William Case shows that existing accounts based on contextual factors are by themselves incomplete. Hence, they lead us wrongly to anticipate democracy’s persistence in Thailand and its collapse in Indonesia. They more accurately, though only partially, correlate with democracy’s fluctuations in the Philippines. Advancing a new argument, Case shows that democracy’s fate is determined instead by the opportunities that contextual factors can provide for populist mobilization. His model enables us better to understand democracy’s breakdown in Thailand, its survival in Indonesia, and its slippage in the Philippines. Drawing on qualitative and quantitative research, this book provides a path-breaking account of civil society in the Philippines. It challenges the widespread belief in political science and development studies literature that civil society in developing countries is an institutional arena in which the poor can challenge and reverse their social, economic and political marginalization. The book goes on to argue that Philippine civil society is a captive of organised elite interests and anti-developmental in its impacts, helping elites to oppose the initiatives of reform-minded governments and to protect their interests. In contrast to literature suggesting that the character of civil society is a function of regime type and hence evolves in a path-dependent manner, the book explores the history of Philippine civil society between 1571 and 2010, and suggests that civil society is primarily a function of the evolving political economy of a country and the resulting social structure. It argues that civil society in nascent democracies such as the Philippines develops in a distinctly non-linear manner, largely independently of regime type or regime development. As a result, it argues, democratization in low income countries does not lead inevitably to broader participation and empowerment through civil society expansion, as many academics, activists and donor representatives suggest. The book is of interest to students and scholars of Southeast Asian history and politics, as well as those interested in the study of Non-Governmental Organizations (NGOs) and social movements, and in the statistical capture of civil society.

Focusing on the Philippines—home to the mother of all election-watch movements, the original People Power revolt, and one of the largest and most diverse NGO populations in the world—Eva-Lotta Hedman offers a critique that goes against the grain of much other current scholarship. Her highly original work challenges celebratory and universalist accounts that tend to reify "civil society" as a unified and coherent entity, and to ascribe a single meaning and automatic trajectory to its role in democratization. She shows how mobilization in the name of civil society is contingent on the intercession of citizens and performative displays of citizenship—as opposed to other appeals and articulations of identity, such as class. In short, Hedman argues, the very definitions of "civil" and "society" are at stake. Based on extensive research spanning the course of a decade (1991–2001), this study offers a powerful analysis of Philippine politics and society inspired by the writings of Antonio Gramsci. It draws on a rich collection of sources from archives, interviews, newspapers, and participant-observation. It identifies a cycle of recurring "crises of authority," involving mounting threats—from above and below—to oligarchical democracy in the Philippines. Tracing the trajectory of Gramscian "dominant bloc" of social forces, Hedman shows how each such crisis in the Philippines promotes a countermobilization by the "intellectuals" of the dominant bloc: the capitalist class, the Catholic Church, and the U.S. government.
