Ethnic accommodation has gained central stage in the literature on institutional design and democratic consolidation. However, some divided societies are more explored than others, and Afghanistan is one understudied country that is critically important for testing and improving our theories of institutional design in a democratizing, plural society. This work examines the Constitution of 2004 and those provisions of electoral laws and political party laws that together devised Afghan political institutions including those of the presidential system, unitary government, electoral systems as well as the party system. It argues that due to their incongruence in design and effects, the Afghan political institutions failed to fully accommodate ethnic groups in the political process. This book adopts a holistic approach, while also paying careful attention to the details of each of the individual pieces of political institutions designed by the Constitution of 2004. Taken together, this approach yields insights into the boundaries and interactions of institutional design and how their interactions hinder or advance ethnic accommodation in varying contexts. In the contemporary world, there are many democratic states whose minority nations have pushed for constitutional reform, greater autonomy, and asymmetric federalism. Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. What motivates substate nationalists to prioritize one constitutional vision over another is one of the great puzzles of ethnonational constitutional politics. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation. Based on extensive fieldwork in Canada and Spain, Visions of Sovereignty provides an in-depth examination of the Québécois and Catalan national movements between 1976 and 2010. It also elaborates a novel theoretical perspective: the "moral polity" thesis. Lluch argues persuasively that disengagement between the central state and substate nationalists can lead to the adoption of more prosovereignty constitutional orientations. Because many substate nationalists perceive that the central state is not capable of accommodating or sustaining a plural constitutional vision, their radicalization is animated by a moral sense of nonreciprocity. In this innovative work on the international politics of nation-building, Harris Mylonas argues that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Exploring five distinct models of federal arrangement, this book evaluates the relative merits of each model as a mechanism for managing relations in ethnically divided societies. Two broad approaches to this issue, accommodation and denial, are identified and, from this, five distinct models of federal arrangement are derived. The models; ethnic, anti-ethnic, territorial, ethno-territorial, and federacy, are defined and then located within their broader theoretical tradition. Detailed case studies are used to evaluate the strengths and weakness of each model and highlight patterns in the success and failure rates of the universe of post-1945 federal arrangements. From this it is clear that two forms of ethnically defined federal arrangement – federacy and ethno-territorial federalism, are associated with low failure rates, while ethnic federalism has enjoyed a far higher rate of failure. The reasons for this are examined and the implications of this for the design of federal systems in ethnically divided societies are assessed. Federal Solutions to Ethnic Problems: Accommodating Diversity advances a new argument within the field of comparative politics, that certain forms of federal arrangement are systematically more successful than others in ameliorating ethnically conflicted societies and is essential reading for students and scholars with an interest in politics and the Middle East.
